Overview
We are looking for a Program Manager, Broadband Implementation for a large broadband access and deployment project. This role is responsible for creating, planning, and developing strategy and documentation, and ensuring optimization and standardization of processes and procedures. This position requires prior experience in broadband infrastructure at a telecommunications service provider or similar. This is not an IT role and will focus on program/project management and strategy.This position is based in Harrisburg, PA and will require a hybrid work arrangement, with some travel to Harrisburg and remote time, working mostly EST. Qualified candidates must be authorized to work without requiring any visa sponsorship.
Duties &
Responsibilities
· Collaborate as unified, core planning team, to assist in the development and planning of a multi-year strategic broadband access plan
· Facilitate regular workstream meetings, to ensure cross workstream collaboration
· Ensure team(s) maintains focus on quality and continuous delivery
· Provide visibility into delivery targets, commitments, and progress
· Proactively identifies impediments and appropriately resolves using network of peers and formal channels (including escalation if required)
· Utilizes team feedback and metrics (quality, delivery rate, etc.) to identify areas of opportunity and works with team to continuously improve
· Communicates with leaders across the organization on a regular basis to ensure transparency into delivery, risks, issues, etc.
· Execute Project Management across multiple workstreams to ensure a cohesive delivery plan is achieved
· Ensure the respective readiness reviews and tests are coordinated and conducted in a timely manner
· Support integrated reporting, status, and deliverable tracking across the project
· Support the administration of project status meetings and forums, including capturing action items and decisions
· Establish risk management, escalation paths, and take corrective measurements, supporting issue and risk tracking and mitigation
· Holds project team accountable for deliverables and commitments
· Integrate business policies and governance processes into planning and accountability for project roadmaps and strategy
· Coordinate, manage and monitor the workflow of cross-functional teams
· Provide and perform quality assurance checks on project artifacts and deliverables
· Align deliverables (outputs) to the program/project workstream’s “outcome”
· Own overall integrated project plan and manage cross-functional resources, ensuring on-time delivery, meeting of budgetary demands, and achievement of business goal
Requirements
· Minimum of 7 years of strong program management experience, managing multiple workstreams within the broadband industry
· Working with RF Engineering teams or on Network Infrastructure projects is required (especially in any of the following areas:
Cable, high-speed internet, wireless, mobile, broadband)
· Proven knowledge of project and program management methodology, such as Agile
· Strong leadership, stakeholder, and management skills
· Strong executive presence in delivery project status updates and presenting to Executives
· Exceptional oral and written communications skills to stakeholders including the ability to influence, strategize and negotiate
· Ability to think strategically and process information quickly, presenting it in a succinct and insightful format suitable for executives
· Pennsylvania resident/location specific requirement to be available for hybrid work
Qualifications/Technical Skill Requirements
· Minimum of 7 years of program management experience using formal project management methodology such as Agile and tools
· Experience working with PMO stakeholders in engineering, network infrastructure, GIS mapping, field operations and construction team environments
· Experience working with stakeholders in organizations supporting digital equity and inclusion and adoption in telehealth, education, agriculture, elder care and rural communities
· Direct hands-on proficiency with SmartSheet, Jira, PowerPoint and Excel are necessary
Education and Certifications
· Bachelor’s degree is required with a preference in Business, Engineering, IT or Communications
· MBA preferred
· PMP certification or similar is desired
