Sr. Project Finance Manager/Analyst

Vision Point Systems is seeking to hire a Sr. Project Finance Manager/Analyst. This individual will participate in the planning, tracking, analysis, and reporting of multiple programs of varying contract type, size, complexity, and level of risk. The candidate will have significant interface with Program Managers, Contract Management staff, Senior Technical Personnel, as well as other functional organizations both external and within the company.
Duties will include, but are not limited to:
Provide Project Control/Contract Financial Management to include planning, tracking, analysis and reporting of monthly detailed financial information.
Analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts and attend briefings with functional staff to validate current project status.
Provide accurate sources of revenue data for inclusion in quarterly forecast exercises and participate in year-end budgeting.
Ability to build and maintain bottom’s up estimate at completions (EACs) on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs.
Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), and detailed Budgets as required.
Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all Corporate policies and procedures as they relate to contract financials.
Participates in new business proposals, project projections, analysis of requirements, and provide input to cost and management volumes.
Requirements
Bachelor's Degree from an accredited university in Finance or Accounting and minimum of ten (15) years of Project Control or related experience, or Master’s Degree and eight (10) years of experience.
Must be able to obtain and maintain a US DoD Security Clearance. Requires US Citizenship. Current DoD Secret or higher is highly desired.
Must be well versed in Government Contracting and have a comprehensive understanding of compliance with Government contracting requirements and terms and conditions.
Must have a strong background working with multiple contract types to include cost-type contracts (CPFF), time and materials (T&
M) and firm fixed price (FFP/FFPLOE).
Must have experience in providing detailed cost reports for internal and external clients. The data in such reports would include keeping clients abreast of funding vs spending status, forecasting of future expenditures, etc.
Ability to work independently and as part of a team is essential, capable of representing the organization as a primary contact on contract financial matters with program managers and customers.
A working knowledge of the accounting structure typically found in a government contractor (indirect pools, allowability of costs, invoicing clients, etc.) coupled with the ability to expertly liaise and work closely with accounting staff.

Desired Qualifications:
Working knowledge of Cost Point and Cognos.
Working knowledge of Unanet.
