M/Rail Vehicle Engineering.

OVERALL DESCRIPTION
This position is responsible for undertaking engineering assignments that are considered to be of “significant complexity” in size and scope. As a designer involved in engineering projects, this position is responsible for defining and coordinating in-house tasks of “significant” complexity. As a designer involved in design implementation, this position is responsible for coordinating project related activities of “significant” complexity. As an individual researcher, this designer is responsible for researching engineering concepts that are of “significant” complexity.
SPECIFIC RESPONSIBILITIES
I. General Engineering Disciplines (Applicable to all)Consults with managerial level as necessary in project/program definition. Exercises proper judgement in the application of advanced engineering principles. Assists in the preparation of budgets for proposed projects/programs and work to be contracted to a third party. Demonstrates excellent technical writing skills. Provides highly specialized technical expertise in support of project/program activities. Provides mentorship to junior engineering staff. Assists manager on request in furtherance of his/her duties. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.II. Rail Engineering and Maintenance DisciplinesSupport Operations, Maintenance, New Rail Programs, and Warranty and Technology for all matters concerning Rail Engineering. Performs as auditor for in plant audits of overhaul shops, suppliers of material and vehicles to assure compliance to SEPTA requirements. Generates engineering specifications for procurement of vehicles, major vehicular systems, and components thereof in suitable detail for procurement. This effort includes assistance in the preparation of Request for Proposals, management of consultant contracts, and coordination of design concepts and reviews with Operations departments. Monitors and evaluates the overall effectiveness of vehicle and material maintenance procedures. Applies findings to the improvement of quality, productivity, safety, and service reliability. Develops and implements policies, procedures, practices, with monitoring and stimulating the improvement of vehicle and material quality to achieve the objective of increased system reliability. This effort includes providing input to the process of writing quality assurance manuals for vehicle overhauls and material suppliers. Establishes and maintains effective liaison with vehicle shops and material users throughout SEPTA and outside vendors/contractors. Such liaison shall provide for customer feedback and integration of such data into quality inspection activities. Define, implement, and document new or more effective quality assurance procedures for assigned shops, material suppliers, or vehicle fleets. Provides technical direction to vehicle maintenance personnel upon request. Generates cost analysis in justification of vehicular systems retrofit(s). Participates in periodic review of drawings and specifications. Perform other duties as assigned. Travel is required both domestic and international. QUALIFICATIONS AND EXPERIENCE

  • High School Graduate and thirteen (13) years of demonstrated design experience in transit vehicle (bus/railway maintenance) and/or maintenance manufacturing or other meaningful quality assurance related experience in a transit environment.
  • An equivalent combination of relevant education and experience (one year of formal education equating to two years of experience) may be considered in lieu of the above requirements.
  • Excellent verbal and written communication skills. Ability to communicate effectively in a professional manner while working with all levels of personnel including outside agency personnel, required.
  • Working PC knowledge in Microsoft Office suite required.
  • Valid driver’s license required.
  • Rail experience preferred.
