Job Description
The Senior Analyst Government Contract Compliance will be responsible for business processes and controls necessary to comply with US Government regulations and procedures related to cost accounting, other responsibilities to include lead in preparation of forward pricing rates, incurred cost submissions, cost impacts resulting from accounting changes, advance agreements, as appropriate. The person will also assist in the establishment and monitoring processes and controls necessary to comply with all government regulations and procedures related to business cost practices
Responsibilities &
Tasks:
Interpret and maintain current knowledge of all government cost regulations (Federal Acquisition Regulations, Truth in Negotiations Act, Service Contract Act, et al) and cost accounting standards (CAS).
Ensure that ElbitAmerica’s accounting routines and cost practices that affect government business meet all standards of compliance for contract cost and pricing and related financial reporting.
Maintain effective and constructive relationships with government customers and representatives.
Lead in the preparation of Forward Pricing Rate Proposals (FPRP) including rate restructuring and CAS cost impact studies as required and coordinate submittal to the ACO and DCAA,
Support in the preparation of monthly rate monitoring reports versus the current FPRA with an analysis of significant variances.
Lead in the preparation of annual Incurred Cost Proposals, coordinate submittal to the ACO and DCAA.
Support CAS 401-420 audits, two or three per year, by DCAA.
Support Accounting Systems Reviews and Financial Capability Audits by DCAA as required.
Support Pre Award audits of multiple EA Proposals by DCAA.
Support proposal Estimating System Reviews conducted by DCAA.
Support Foreign Military Finance (FMF) Pre Award audits and Certification audits, by DCAA, of FMF programs being executed with FMF funding.
Support DFAS Accounts Receivable Audits as required.
Assist with supporting and coordinating other DCAA audits and DCMA requests
Other related duties as assigned by supervisor.
