Mission of Role/Position Summary:
The Emergency Management Planner is responsible for supporting the preparation, activation, and operation of emergency shelters. This role involves assisting with readiness tasks, training shelter staff, maintaining inventory, and ensuring compliance with safety protocols. The Planner will facilitate communication among shelter staff, volunteers, and external agencies to support and develop coordinated planning efforts. This position requires excellent organizational, communication, and crisis management skills, with the ability to respond effectively to emergencies and support diverse client populations. The Planner will work closely with senior planners and emergency management officials to ensure smooth shelter operations and contribute to the overall mission of providing compassionate emergency management services.
Tasks, Duties, and Responsibilities:

Assist with the completion of all readiness tasks and ensuring that the Contractor is prepared to deploy shelter staff.
Be prepared to respond to emergencies promptly and assist in shelter activation and deactivation.
Provide emergency sheltering management, sheltering staff and other operations involving sheltering operation with a comprehensive guide to formulate and implant plans and procedures for shelter management.
Maintain inventory records of shelter supplies and assist in managing stock levels to ensure readiness.
Assist in conducting training sessions for shelter staff and volunteers on operational procedures, safety protocols, and emergency response.
Assist in preparing and submitting reports on shelter activities, challenges, and needs to senior planners and emergency management officials.
Lead the development and maintenance of emergency management plans, policies, and procedures in alignment with industry best practices and regulatory requirements.
Conduct thorough risk assessments and hazard analyses to identify vulnerabilities and develop mitigation strategies.
Establish and maintain effective client partnerships with local, state, and federal emergency management agencies, as well as community organizations, to facilitate coordinated response efforts.
Communicate and coordinate with internal departments to integrate emergency management plans into overall organizational strategies.
Collaborate with relevant stakeholders to identify and secure necessary resources for emergency response, including personnel, equipment, and facilities.
Maintain an up-to-date inventory of emergency resources and ensure they are in compliance with regulatory standards.
Ensure management is set up to successfully, operate, and demobilization of shelters during emergencies.

Ability to develop response/sheltering frameworks and plans as needed.

Ability to assess emergency planning needs and respond effectively.
Comfortability with quick pivots/adjustments in program processes.
Excellent written and verbal communication skills.
Proficient in Microsoft Office Suite or similar software, strong Excel skill is preferred.
Outstanding organization and ability to work independently in fast paced environment.
Able to drive in daytime and at night
Able to work outdoors in inclement weather, extreme heat and/or humidity and/or extreme cold.
Able to function in a dynamic and stressful environment with little or no supervision,

Expected Hours of Work:
Schedule may vary and require work on evenings and weekends and dependability and punctuality are paramount.
Schedule may require 12-hour shifts/7 days per week for initial response period.
Travel Requirements:
Up to 25% travel is expected for this position.
Must be willing to travel and deploy to client sites for extended periods of time.
Physical Demands:
Mobility required on-site with clients.
Sitting or standing for hours at a time.
Ability to work at a computer for extended periods of time if needed.
Ability to lift up to 20 lbs. repetitively throughout the day and as needed.
Able to bend or stoop multiple times.
Able to step up/down 18 inches and climb two or more flights of stairs.
Working Environment:
Client site.
Work may require work in austere locations and various weather conditions.
Work may be on-site with clients ex:
EOC, hospital, debris sites or local government buildings.
Requirements
Experience/Education Required:
High school diploma, GED or equivalent.
5-7 years' experience in emergency management planning.
Minimum of two (2) years' experience working in the social services and/or health care fields
Strong written and verbal communication skills.
Demonstrated abilities to work with complex regulations and issues.
Computer Proficiency with experience using Microsoft Office.
Excellent collaboration skills as well as the ability to work independently.
Previous experience working in customer service is required.
Sensitivity to cultural differences present and strong desire to help and make a difference.
Experience/Education Preferred:
Bachelor's degree in emergency management, human service or relevant field.
Experience working or volunteering in a Shelter.
Bilingual in (Spanish/English and able to read, write, and speak proficiently in both Spanish and English.
Additional Qualifications:
Must be 18 years of age or older.
Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
