Job Description
The Wastewater Enterprise of the SFPUC operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, over 1,900 miles of pipe, and benefit every resident and visitor of San Francisco.
The Wastewater Enterprise is hiring for two positions, the Sewer Condition Assessment Manager and the Stormwater Pollution Prevention Manager.
Under the general direction of the Sewer Operations Manager for the SFPUC the Sewer Condition Assessment Manager is responsible for all sewer asset condition assessment activities including cleaning, condition assessment, preventive and corrective maintenance and the associated tracking and reporting on all activities. In addition, this position is responsible for setting, implementing and evaluating programmatic goals related to the main sewer asset management program;
leading and coaching the team to drive continuous improvement in performance;
and overseeing all aspects of the Sewer Condition Assessment budget. This position manages a unit with approximately 40 professionals.
The Stormwater Pollution Prevention Manager will provide mid-level management functions for the stormwater and pollution prevention sectors of the Collection System Division. Incumbent will supervise staff performing pollution prevention public outreach efforts and campaigns. In addition, incumbent will oversee staff assigned to activities within the stormwater program including inspections, and other regulatory requirements.
The essential duties of these positions include, but are not limited to the following:
Manages programs, operational activities, or projects of the assigned section.
Supervises, trains, and evaluates the activities of staff, including coordinating the work of consultants and contractors.
Allocates and tracks resources to achieve established performance goals, outcomes, and measurable goals within budget;
adjusts plans and programs to meet emerging ofnew programs, while continuing to address major Wastewater Enterprise priorities.
Work with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division;
identify and analyze problems and implement new procedures
Coordinates budget preparation, monitors expenditures and financial reporting for assigned section;
prepares reports, memoranda, and correspondence;
and maintains statistical records and completes regulatory reports as related to State and Local regulatory requirements.
Utilizes leadership and management training methodologies to coach subordinates to improve performance and develop operational policies and processes to improve efficiency of operations.
Implement programs, procedures and policies set forth by the assigned section;
develop plans and strategies for special projects.
In addition to the above, these positions will be responsible for:
The Sewer Condition Assessment Manager:
Managing the sewer condition assessment program, sewer service complaints from the public, sewer cleaning activities, or other asset management related projects
Implementing Safety and Training Programs which emphasize safe operating procedures and provide effective employee competency-based training which includes providing comprehensive continuing education to maintain or renew certifications for all staff
Implementing Collection System Emergency Response Procedures.
Implementing Quality Service program to provide timely professional response to service requests by the public or other agencies.
Participating in the development and implementation of ISO 14001, Environmental Management System (EMS) for the Collection System Division which emphasizes commitment to environmental stewardship
Responsible for overseeing, responding to, mitigating and reporting sanitary and combined sewer spills per local, state, and federal regulations.
The Stormwater Pollution Prevention Manager:
Managing the stormwater and pollution prevention sectors of the WWE pretreatment section
Managing stormwater program activities, including the operational activities of stormwater-related inspections for catch basins, outfalls, illicit discharge investigations and ensuring the regulatory requirements of the MS-4 permits are met.
Managing the Illicit Discharge Detection and Elimination Program and the Construction Runoff Permit Issuance Program
Reviewing and approving Stormwater Pollution Prevention Plans (SWPPP) and the Sediment Control Plans in accordance with regulations, and the construction site inspections for regulatory compliance
Managing the pollution prevention program, supervise staff overseeing pollution prevention activities, and outreach efforts;
develop pollution prevention campaigns related to pretreatment regulations and targeted industries.
