Senior Compliance and Risk Management Specialist
Democracy International (DI) is seeking to hire a full-time Senior Compliance and Risk Management Specialist. As a member of the Corporate Operations Team, this role will be based in DI’s home office in Bethesda, Maryland. We will only consider applicants who are based in the DC area and able to work in-office on a hybrid schedule.
The ideal candidate will be an experienced, highly motivated professional with a demonstrated record of success managing corporate risk who has served as a high-level resource on compliance, contracts, and grants questions for international development organizations .
Essential Job Duties:
Serve as primary point of contact with Program Management team to provide guidance on award requirements and compliance with client regulations (primarily USAID and Department of State).
Help develop, revise, and/or implement relevant processes and procedures with strict adherence to all relevant rules and regulations (e.G., DI’s own policies, USAID policies, FAR, 2 CFR 200 &
700).
Conduct independent, timely review of vendor agreements, subgrants and subcontracts, contract terms and conditions, NDAs, teaming arrangements, and similar documents to assess and manage risk.
Liaise with outside counsel.
Review, compile institutional comments, and negotiate with donors on awards and modifications.
Participate in award start-up and close-out planning and audit processes, providing guidance on and interpretation of applicable contractual and regulatory requirements.
Review and provide support for entity registration activities (both domestic and international).
Coordinate and interact regularly across teams (Program Management, Accounting, Strategy and Technical Leadership, HR, IT, and Security) on issues related to compliance and/or corporate risk.
Lead continuous improvement efforts to strengthening policies and procedures;
make recommendations onstrategies to streamline policies, systems, templates, etc.
Serve as a quality control officer as needed for guidance and support to maintain consistently high standards from outreach to implementation.
Secondary Responsibilities:
Support DI management, accounting, and business development teams to ensure consistency and compliant processes for fiduciary risk management.
Lead staff awareness and training of relevant regulations, company policies, and applicable laws.
Represent DI in external meetings with partners, funders, and other stakeholders, as needed.
Support DI Technical team with subject matter expertise as needed.
Qualifications:
Bachelor’s degree required;
master’s degree in relevant field preferred.
Minimum of five years of relevant and progressive experience managing USAID awards;
experience with other USG agencies as well as bilateral or multilateral funders, such as DFID, SIDA, UN Agencies, preferred.
Working knowledge at intermediate or advanced level of U.S. Government regulations, including relevant portions of the FAR and of 2 CFR 200 &
700, as well as relatedUSAID policies and procedures, required;
Familiarity with USAID-funded democracy, rights, and governance (DRG) and/or peacebuilding, conflict management, and transition programs preferred.
Meticulous attention to detail, as well as outstanding critical thinking and problem-solving skills.
Demonstrated ability to work both independently and as a member of a team.
Demonstrated ability to generate risk-based solutions, handle multiple tasks simultaneously
Knowledge of and ability to learn and adopt industry best practices.
Experience negotiating and communicating with external parties and colleagues in a professional and effective manner.
Advanced proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Demonstrated ability to work in multi-cultural and multi-lingual settings;
overseas experience preferred.
Ability to travel overseas (up to 15 percent of time) as needed.
Demonstrated ability to perform complex tasks and to prioritize multiple projects;
and
Speaking, writing, and reading fluency in English required.
Reporting:
This position Reports to the Vice President, Corporate Operations.
