Job Description:
L3Harris has an immediate opening for a Scientiest Project Engineer to lead products in engineering development efforts on critical avionics systems. The Project Engineer will be responsible for leading a project team to meet customer requirements within allocated cost and schedule commitments.
Essential Functions:
Responsible for successfully leading a project team, including subcontractors, to meet customer requirements within allocated cost/schedule commitments in growing business area.
Overall responsible for the program Integrated Master Schedule development and timely execution. Mitigates risks and problems before they cause schedule slip.
Oversees and removes roadblocks for the Program Scheduler role in development and management at a lower level of detail in IMS mechanics.
Leadership stakeholder in developing and managing the program cost baseline. Works closely with Program Manager and Program Finance Administrator roles in tracking and using EVMS metrics to track progress and reduce variances.
Develop program technical baseline. Work closely with program Chief System Engineer to develop and achieve verifiable technical requirements.
Assesses engineering issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
Identifies, tracks, mitigates, manages, and dispositions program-level risks and opportunities.
Estimate resource and material needs for the project/product.
Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
Work in a collaborative team environment on quick reaction projects and will have regular contact with customers.
Develop a schedule using Earned Value (EV), and manage a project using the Earned Value Indicators.
Qualifications:

Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
Experience with project engineering and program execution.
Experience in managing multi-discipline programs across multiple locations.
Experience in engineering software and hardware for avionics systems.
Experience in EVMS and CAM.
Experience managing projects with budgets of $70M+.
Experience with Technical Supplier Management, Risk and Opportunity Management, and program change management.
Experience in engineering development programs and program lifecycle.
Experience with operations processes for avionics.
Eligible for a security clearance.
Preferred Additional Skills:
Experience with Government contract acquisition lifecycle a plus.
Experience with management of design to cost activities.
Experience with program pursuit and proposal activities.
Experience with working with subcontractors and schedule commitments.
Experience presenting to both internal and external stakeholders
Experience leading RCCA actions and process changes.
