Project Description:
The Office of the Assessor-Recorder uses a central property assessment system, EZ Access, that has been in place for almost two decades. EZ Access is a COBOL, DB2 database AS400 system that is maintained by the original developer, Hamer, Inc., for ASR. EZ Access is the system of record for the City’s property and assessment information, interfacing with the property tax system of the Offices of the Controller and Treasurer &
Tax Collector. AlthoughEZ Access supports department operations, the system is past its useful life and is being replaced with a more modern system currently under development.
On October 27, 2017, the ASR issued an RFP for a new Property Assessment System to support the needs of the ASR’s property assessment functions, including all services related to the managed configuration, implementation, and ongoing support of the system. The ASR subsequently selected Sapient as the System Integrator and Salesforce as the software platform and hosting vendor. In January 2019, ASR and Sapient kicked off the Property Assessment System replacement project, now known to ASR as the System for Managing Assessments, Records and Transactions (SMART). The $55M project is being implemented in phases using a hybrid agile implementation methodology. Project Phase 1 went live in January 2021 with several following iterations in March and May. Phase 2 is behind schedule but expected to go-live in Summer 2025 with smaller product releases to follow.
Role &
Responsibilities:
The will report to the Deputy Assessor of Finance and Information and act as the primary lead for the 20-member project team while directly supervising three (3) staff. Job responsibilities will include:
Oversee all work related to functional design, integration, data migration and data reconciliation, user acceptance testing, user training, change management and creating the ongoing support and maintenance structure.
Ensure project deliverables algin to the statement of work and confirm parent/child deliverables are completed with each milestone payment.
Mange vendor relationships including, including the system integrator Publicis Sapient, the software platform Salesforce, the legacy system vendor Hamer Inc. as well as any consultant engagements.
Ensure that all milestones and deliverables are successfully provided by the SI in the agreed upon timeline and cost, as specified in the statement of work and project plan.
Ensure project staffing is adequate and appropriate to meet Assessor-Recorder obligations of the project.
Lead and motivate the members of the team to work collaboratively to ensure the system is designed and configured to meet the needs of the business.
Ensure user acceptance training is prepared and executed.
Ensure end-user training is prepared and executed.
Oversee system cut-over and go-live.
Ensure system support and security documentation is in place.
Prepare the internal ASR team to provide level 1 system support after-go-live.
Manage communication to internal and external executive stakeholders and system integration partners.
Provide overall leadership to the team.
May include additional duties as assigned.
