Job Description
General Summary
Under limited supervision directs and supervises functions and activities within the Division of Community Psychiatry related to the provision of services to homeless persons with mental illness and other patients unable to use traditional community/health care services. Fulfillment of the job duties requires the employee to have access to medication storage areas.
Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
Acts as Program Manager of Division of Community Psychiatry programs of Assertive Community Treatment Teams (ACT).
A. Directs, evaluates, plans and organizes two multi-disciplinary mobile treatment teams (ACT) that deliver comprehensive mental health treatment and case management services to homeless and domiciled individuals who are disabled by mental illness throughout Baltimore City. Assures effective, high quality services for patients and their families.
B. Directs, evaluates, plans and organizes the case management team including a PATH component to serve adults with serious mental illness.
Provides administrative and clinical supervision to all staff, some aspects of which may be delegated to qualified professional staff.
A. Provides overall leadership, guidance and consultation to clinical teams consisting of nurses, social workers, psychiatrists, consumer advocates and others. Provides same to other staff members including family outreach coordinator, vocational coordinators, shelter staff and support staff.
B. Maintains staff coverage, including reassignment of staff and securing emergency help if necessary. Recruits and hires staff as needed. Develops appropriate orientation programs for new staff.
C. Evaluates employees on an annual basis. Responsible for hiring, terminating, corrective action and performance review in accordance with UMMS policies.
D. Develops and coordinates training and continuing education programs for employees on proper patient care, homelessness, violence prevention, dual diagnosis and other relevant issues.
Maintains quality of mental health services and meets clinical requirements.
A. Coordinates services with other agency components (e.G. clinics, community rehabilitation, inpatient units, urgent care, etc.)
B. Develops and implements policies and procedures required to meet accreditation, certification and regulatory standards.
C. Maintains records and statistics for administrative and regulatory purposes and supervises maintenance of complete and accurate patient medical records through professional staff.
D. Coordinates credentialing and privileging of all professional staff with department discipline chiefs.
Develops and monitors program budgets as well as grant activity.
A. Approves and monitors expenditures and revises budgets as needed, in consultation with the Director of the Division of Community Psychiatry.
B. Writes and modifies grant proposals for existing programs (e.G. BMHS) as well as new initiatives (through RFP responses).
C. Works with billing office to establish procedures and monitor billing process.
D. Generates monthly, quarterly and annual reports as required by the State of Maryland or grantor of the program.
Develops and executes a Performance Improvement Plan consistent with Divisional, Departmental and Organization requirements.
A. Attends the Divisional PI meeting. Develops and implements policies and procedures required to meet accreditation, certification and regulatory standards.
B. Develops PI indicators for all programs as outlines by the PI coordinator of the Division of Community Psychiatry. Assures accurate compliance, data collection and feedback to staff.
C. Generates regular PI reports based on set program and divisional indicators.
Assists in developing research activities to promote effectiveness and efficiency of services. Provides and atmosphere for training and research as part of the UMAB system. May research and present lecture material at professional conferences.
Enhances clinical knowledge via membership in professional organizations, attendance of outside conferences and seminars and regular contact with other managers of programs for persons who are homeless and/or have mental illnesses. Attends and participates in in-service and management training and various educational programs for professional growth and development. Keeps up-to-date on changes in the field.
