Position Duties

The Environmental Health and Safety Program Manager will be responsible for administering the Occupational Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The incumbent will provide expertise and experience with industrial safety programs including but not limited to:
lock out tag out (LOTO), confined space entry, machinery safety, fall protection, hazardous materials and other industrial safety program elements, and experience interpreting occupational health and safety regulations across various work sites and job functions in the Environmental Services Department. These work sites include general office spaces, field utility work, work along creeks and waterways, and in a heavy industrial setting at the San Jose-Santa Clara Regional Wastewater Facility.

Typical duties include but are not limited to:

  • Maintain effective communications between the department safety team and department leadership and management to assess and mitigate worksite risks, implement new and improved safety programs, and strengthen a culture of safety;
  • Lead and manageimplementation of standard operating procedures for operations and maintenance project safety review across the department;
  • Annually reviewtraining requirements of RWF and utility personnel and disseminate new safety and training content from CalOSHA and other regulatory bodies;
  • Serve as a technical expert and point of contact for both O&
    M and CIP project managers;
  • Provide management and expertise in worker's compensation including liaison with Office of Employee Relations, Human Resources, Finance Timekeeping and the City's third-party workers compensation vendor;
  • Enforcing compliance of current regulations and best practices in the fields of occupational health and safety standards;
  • Provide follow up to ensure that appropriate measures have been appropriately employed to correct infractions and deficiencies and prevent recurrence;
  • Provide guidance and instruction regarding safety issues in coordination with City policies and procedures

Minimum Qualifications

Education:
Bachelor's degree in a closely related field.

Experience:
Five (5) years of directly-related experience, including two (2) years of supervisory experience.

Licenses:
A certification such as the Certified Safety Professional (CSP), Certified Safety and Health Manager (CSHM), Certified Environmental and Safety Compliance Officer (CESCO), Certified Industrial Hygienist (CIH), or equivalent is highly desirable.

Form 700:
This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an "
Assuming Office Form 700"
with the City Clerk's Office within the first 30 days of employment with the office.

Salary Range:

The salary range for this position is $123,701.76 - $160,807.92 annually.

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates' qualifications and experience.
