Position Summary:
The Program Manager of the Addiction Consult Service will coordinate and oversee the Substance Use Disorder (SUD) consult team that works alongside our Psych consult team. This will be 100% grant funded by the Bureau of Substance Addiction Services (BSAS). Through this robust grant, we are able to provide Addiction Consult services at Beverly and Addison Gilbert Hospitals. Our Medical Providers will be able to consult for addiction services in the same way they would for cardiology, endocrinology or another specialty.
Our Addiction Consult team will be able to respond in person or via phone to provide guidance and/or provide care to the patient. The Addiction Consult team will also assist with finding SUD services in the community for the patients they work with. This could include referrals to OTP/OBOT programs, harm reduction services, inpatient programs or other community support programs for SUD. Previously, the service was enrolling approximately 35 patients per month which we would continue and work to increase with this funding.

The Program Manager is responsible for the direction and operation of these programs including revenue enhancement and generation to sustain programs. The Program Manager oversees employees of these programs including physicians, mid-level providers, licensed social workers, and recovery coaches. The Program Manager will have full responsibility for day-to-day operations, grant administration, financial management, and performance metrics for grants implemented at Beverly Hospital (BH) and Addison Gilbert Hospital (AGH). He/she will direct the activities of all entities within the team, as well as additional resources sourced from IT, PI and nursing. This position will facilitate positive interdisciplinary relationships between the Emergency Department, Inpatient Medicine, and Behavioral Health.

Reporting directly to the Executive Director of Bayridge Hospital, the Program Manager will direct all aspects of Addiction Consult Team including adhering to the reporting and financial requirements, as well as facilitating interactions between project members, stakeholders, and funders. The Project Manager is responsible for ensuring that all reporting requirements including financial, outcome measures and periodic reports (monthly and quarterly) are submitted in accordance with contractual obligation for the respective funding source. (Health Policy Commission and Department of Public Health). The Project Director is also responsible for oversight of data reporting contracts and submits data to contracted evaluator vendors of the funded entity (BSAS).

The Program Manager may also provide project management to other grants, as requested by Senior Leadership.Job Description:

Essential Duties &
Responsibilities:

Manages the operations of the Addiction Consult Service at Beverly and Addison Gilbert Hospitals, providing strategic development, leadership, oversight and monitoring of departmental activities and processes.
Establishes goals, objectives and milestones for team
Collects and analyzes performance metrics of team and team activities to ensure team meets or exceeds the expectations of the hospital’s readmission’s measures
Manages day to day operations of the department including payroll, budget, performance coaching and evaluation, hiring, recruiting for vacancies, and other departmental duties as needed.
Prepares and monitors budgets
Prepares monthly and quarterly reports to respective funding agencies to ensure compliance with contractual obligation.
Collaborates with external agencies overseeing grant processes including but not limited to Health Policy Commission, Department of Public Health, BSAS
Prepares and presents presentations to various community leaders and agencies to further outreach and communicate the mission of programs overseen.
Ensures all strategies, policies and procedures are in place, activities are completed on time, and program outcomes are measured and reported
Ensures all technical components of the IT portion of the program are on time and operational as written in the individual grant proposals
Interfaces with senior management, internal customers, stakeholders, and partners as necessary to meet or exceed grant goals and objectives
Develops and ensures that reports to BSAS are submitted as required;
maintains oversight of Loopback contract ensuring that data is accurate and submitted according to key measures

More specific project management duties include:

Leads change management discussions to create a culture of innovation

Establish and publish clear priorities among project activities
Ensures all project team members understand their roles and accept their responsibilities
Oversees the performance of activities with team members, ensures tasks are completed
Arbitrates, resolve conflict and promotes a positive team attitude
Secure and apply project resources according to the approved project plan
Analyzes risk and implements mitigation activities
Measures performance against plan and makes adjustments consistent with plan objectives
Anticipates and directs project change to preserve business plan commitments;
initiates change management process if objectives must change
Keep all stakeholders informed of progress and issues and outcomes:
reports regularly to Grant Investment Directors, Grant Administration for BILH, Senior Leadership of AGH and BH as well as the Health Policy Commission

Education/Experience:

·Bachelor’s Degree in health care related field required;
Master’s preferred (5 years’ experience working in healthcare management field may be substituted for Masters)

5 years minimum experience preferred leading health care team
Experience preparing, administering, and overseeing grant fund operations
Experienced with data collection and measurement of outcomes for grant proposals
Experience with leadership of a team to achieve set goals and desired measurable outcome
Experience with communication with senior leaders, board members, physicians, outside stake holders including community leaders and government officials.

Knowledge skills and abilities:

·Action oriented, able to identify and act on new opportunities

·Excellent communication (written and oral), presentation and interpersonal skills,

·Program/project management skills

·Experience in creating and managing department budgets

·Competency with PC’s and MS Office suite of projects, including Visio and MS Project software

Must be detailed orientated, have a professional demeanor, proven problem solving abilities and the ability to work with those having wide-ranging levels of expertise
Ability to work independently and motivate diverse teams focused on outcomes
