OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT is looking for a Program Manager to support the CISA Cybersecurity Division (CSD). CSD leads the Nation’s strategic and unified work to strengthen the security, resilience, and workforces of the cyber ecosystem to protect critical services. PM will oversee program development, operational support, and other administrative and analysis functions in support services to CSD. This position is contingent upon contract award.
Role:
Manage a large team of 50+ people, overseeing daily tasks and operations to ensure high quality and timely delivery
Serve as primary point of contact for the client
Develop status reports and executive briefings
Provide guidance on preparation of documentation, correspondence, briefing materials, and other related documentation in support of day-to-day operations. This includes more than proofreading;
this also includes providing suggestions that would assist in articulating the government’s position
Identify resource requirements for team, develop position descriptions and conduct interviews and review Project Management Review (PMR) PowerPoint presentations, and project plans
Track team activities, accomplishments, and deliverables on a weekly, monthly, quarterly, and yearly basis

Qualifications:
At least 10 years of demonstrated experience managing projects on a full-time basis.
At least 10 years of experience in managing teams of over 50+ people in cyber security planning, communication, stakeholder management and senior executive support in federal govt office
Master’s degree in a related field
Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)
Strong verbal and communication skills
Must be a US Citizen
Must have a current DoD Top Secret Clearance.

Salary Range:
$145,000- 200,000 to commensurate with experience, education, etc.
