OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has openings for Acquisition Professionals with at least five (5) years ofContract Specialist(or)Contracting and Procurement(1102) experience within the last seven (7) years with an emphasis in the review and development of acquisition policy strategy. A demonstrated background in the development of acquisition policy for a federal agency is a must. We are looking for experts with experience supporting an acquisition officein the Contract and Procurement Series,1102 is preferred. The experience can be either as a federal government employee or as a contractorsupporting a Federal or combination of both. This position is primarily remote and contingent upon contract award.
Specific responsibilities will include but are not limited to:
Review Acquisition policies and procedures to ensure the Client’s acquisition program complies with current regulatory requirements.
Generate additional reports from other government-wide databases such as the Contractor Performance Assessment Reporting System (CPARS), FPDS-NG, SAM, and other available systems upon request.
Assist in the research, development and upkeep of local Client regulations, provisions and clauses, Acquisitions Manual, Client Procurement Guidance Documents, and other Federal regulatory guidance.
Serve as an expert and technical source for interpreting acquisition policies and procedures and offer sound, researched advice to mediate or address current issues within the acquisition realm.
Serve as a POC for the Acquisitions and Policy staff to assist in responding to the Office of Inspector General (OIG) Audit Findings, Government Accountability Office (GAO) protests and audits, agency protests, and other entities’ queries.
Assist in the development of and participate in training Acquisitions Staff and/or other stakeholders to enhance their understanding of acquisition regulations, processes and/or procedures.
Operate under general administrative supervision with the expectation of working independently on certain actions and logically presenting findings to executive personnel.
Requirements
Qualifications:
At least five (5) years of full-spectrum federal contract experience within the last seven (7) years
Bachelor's Degree minimum, Masters is preferred
Demonstrated experience with acquisition policy review and development
Senior FAC-C or DAWIA Level 3 certification is required.
Strong familiarity with the FAR, contracting procedures, and procurement processes
Proficiency in using software tools for document creation, collaboration, and formatting, such as MS Word, Excel, PowerPoint, Teams, SharePoint.
Must have knowledge of contract support that includes:
Market Research/Pre-solicitation activities
Solicitation Phase activities
Post Award Contract Administration Phase activities
Closeout Phase activities
Must be a US Citizen
Must be able to obtain or retain a Public Trust clearance.
The investigation will involve a credit, fingerprint, and law enforcement agency check
Benefits
Salary Range:
$100,000-$140,000 to commensurate with experience, education, etc.
