Job Description
Under administrative direction, the Principal Administrative Analyst II plans and directs staff in the operations related to solicitation processes, approval by the Board of Supervisors for identified contracts, approval by the Civil Service Commission to contract out services, obtaining waivers to meet contract requirements, development of MOUs and agreements between DPH and State/Federal funders, as well as oversight and implementation of contract training materials, including updates to reflect policy changes. Essential functions include but are not limited to:
Conducting complex analysis of data;
Creating and completing various forms of contracts for a variety of procurements:
including professional services, information technology, equipment maintenance, leasing, revenue agreements, and memorandums of understanding
Creation and completion of Request for Proposals / Qualifications for complicated products and services such as professional services, information technology equipment maintenance, leasing, revenue agreements, and memorandums of understanding
Identifying and analyzing highly complex existing, newly enacted and proposed local, state, federal legislation policies and procedures and interpreting to identify potential impact to DPH contracting processes
Analyzing and creating reports relative to contracting procurement trends
Preparing weekly reports updating contract completion timelines
Working with and presenting to various internal and external stakeholders, such as the City Attorney’s Office, Board of Supervisors, and City’s Contract Monitoring Division
Making recommendations for improvements in the areas of public contracting, including during multiple routine one-on-one business owner consultations and contract negotiations
Troubleshooting and providing accurate and actionable advice to department stakeholders;
identifying problems and formulating and executing solutions
Oversight and delivery of a comprehensive training curriculum for new OCMC line staff and supervisors, developing modules on all components of the DPH contracting and procurement process. May convene focus groups with OCMC staff, the City Attorney, and the Office of Contract Administration to identify training needs for improving contract approvals.
