CeLeen, an operating firm of Command Holdings, is seeking an experienced Poland Provided Infrastructure (PPI) Electronic Security System (ESS) Engineer to support a potential contract on JB Charleston with frequent TDY to Poland.
Duties may include but are not limited to:
Serve as a Senior ESS SME.
Serve as an expert on regulatory standards from the associated DoD Component and local host nation to apply and comply towards the ESS designs.
Review Military Construction (MILCON) security designs and provide directions/guidance that meets the Government’s requirements and regulatory compliance.
Meet with ESS vendors to perform market research, explore new solutions, develop technical solutions, perform analysis, and develop list of materials.
May represent NIWC Atlantic to engage with stakeholders.
Collaborate with other stakeholders of project/program to analyze the requirements and engineer the Telecom solution.
Systems Engineering to include requirements gathering and analysis, scope definition, cost estimate development, design development, implementation delivery, OSGR, SOVT.
Technical engineering to develop solutions, Analysis of Alternatives (AoA), ESS strategies and master planning.
Collaborate with Telecom to request or design the Telecom and networking infrastructure requirements to enable the ESS communications in campus/base.
Develop technical documents using automated tools.
May serve as the Project Lead and/or Project Manager on designated projects from the IPT.
Manage cost, schedule, performance of the project.
Develop contract packages for procurement of services and supplies.
Develop the contract documentation to provide the Government COR.
On behalf of NIWC Atlantic, provide oversight to a services contract for the project and report to the government COR.
This position is contingent on contract award
Work Environment:
Moderate noise (i.E. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
Ability to sit at a computer terminal for an extended period of time.
Ability to work in confined areas.
Physical Demands:
While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
Employee is often required to sit and use their hands and fingers to operate a computer.
Travel:
11-20% / Occasional travel.

Requirements
Basic Qualifications
Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs:

Must have 5-10 years’ experience is ESS design and implementation projects.
Must have 1-3 experience in DoD Risk Management Framework for the Certification and Accreditation of ESS.
Must have basic knowledge of Layer 2 and Layer 3 networking.
Must have experience or familiarity of LenelS2 products and OnGuard software.
Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
Outstanding communication skills, influencing abilities, and client focus.
Professional proficiency in English is required.

Preferred Qualifications
Current, active Secret security clearance.
Bachelor's Degree.
Lenel Certified Design Architect (LCDA).
