The Performance AnalysisDirector is selected by and reports to the Performance Analysis &
Visualization Director within the Office of Data, Analytics, and Performance (DAP). The Director performs advanced (senior-level) managerial work providing direction and guidance for developing and implementing the HHS Performance Management and Analytics System (PMAS). The Director oversees a group of senior-level program specialists and analysts who provide consultative services and technical assistance to HHSC program staff by developing an advanced understanding of their program business processes and performance measure needs. The Director guides the team's transformation of complex program data into meaningful key measures and actionable information to promote program quality improvement. In addition, the director supports the team's analysis of the data to identify underlying factors contributing to trends and variations in outcomes. The Director is responsible for the team's development, delivery, and support of these performance management solutions and data analytics activities. The Director assists staff in the planning and review of data projects, including guiding analytical procedures. The Director is also responsible for developing and maintaining relationships and a collaborative work environment with other areas within DAP and program areas that interact with PMAS projects, including HHSC Information Technology teams. Work involves establishing team goals and objectives aligned with PMAS;
developing policies, schedules, and priorities for achieving these goals;
and implementing techniques for monitoring section activities. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions:

2. Develops, manages, and evaluates the execution of strategies to ensure the Performance Analysis team's understanding of HHS agency priorities and program data analysis needs and proficient utilization of project management and product management tools;
astute analysis of datapatterns to understand reporting and measurement opportunities and to provide recommendations;
and contributions to the continuous improvement of department processes through automation, efficiencies, and consistency across a variety of analytics products. (20%)
3. Advises and collaborates with agency leadership to plan, implement, and evaluate performance measures and accountability systems for the HHS system. (20%)
4. Provides direction, guidance, and assistance in defining program needs, mapping as-is and to-be processes, applying continuous improvement methodologies, translating highly technical information into clear and concise communication for a variety of audiences, and identifying high-value data analysis opportunities. (20%)
5. Directs, supervises, and manages a team of Product Managers and Data Analysts including hiring and selection, assigning work, completing performance evaluations, recommending personnel and disciplinary actions, scheduling and approving leave, and developing training, procedures, templates, and other resources to ensure the team's success. (15%)
Serves as a member of the Signal Detection, Visualization &
Performance Department's leadership team;
participates in regularleadership meetings. Represents the department at meetings, hearings, conferences, and agency meetings.
Knowledge Skills Abilities:

Registration or Licensure Requirements:
Initial Selection Criteria:
- Three years of experience collecting business requirements, developing key measures, and performing data analytics.
- Two years of management, supervisory, or project management experience.
- Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment.
- Experience and education may be substituted for one another.
- Advanced degree preferred.
