The Milwaukee Region Director is responsible for collaborating, convening, and supervising Industry activities and staff to develop and implement programming and training in greater Milwaukee area. The Milwaukee Region Director is responsible for coordination, implementation, oversight, and supervision of programming, with responsibility for performance outcomes. This position is crucial to operations and supervision of staff and instructors who provide program services to participants as they explore and pursue their career pathway. The successful candidate must have a demonstrated ability to collaborate and connect with public workforce partners, Education systems, and industry leadership to implement programs and strategies to deliver high performance workforce outcomes supporting industry’s needs for skilled, qualified, diverse, and retainable workforce.
Essential Duties and Responsibilities
Collaborate with and work under the direction of the COO and effectively supervise staff to ensure high quality and industry responsive orientation and recruitment sessions and to provide quality customer service to all participants.
Develop, implement, and manage programming in the Greater Milwaukee area including coordinating apprenticeship readiness, curriculum, industry certifications, testing, and other programming as necessary.
In collaboration with sector staff, implement, monitor, and supervise classes and programming.
Supervise and maintain oversight of effective Orientations, recruitments, trainings, and community outreach events.
Formulate and communicate the annual program delivery plan with WRTP/BIG STEP Executive Leadership.
Monitor performance outcomes and contractual goals. Make adjustments to program delivery model to ensure performance is met.
This position serves as the primary liaison to Registered Apprenticeship and Pre-Apprenticeship programs and in that capacity manages key relationships with the Wisconsin DWD Bureau of Apprenticeship Standards and regional Joint Apprenticeship Committee/Joint Apprenticeship Training Committee programs.
The Milwaukee Region Director will coordinate Construction Training Directors Meetings and represent WRTP/BIG STEP at JAC/JATC meetings.
The Milwaukee Region Director runs and analyzes reports from the Efforts to Outcomes (ETO) database to provide accurate data regarding progress toward identified program and contractual goals.
Appropriately staff or attend pre-bid and pre-construction meetings for public and private projects.
Work with employers, contractors, developers, and owners, as needed to identify workforce needs and create appropriate training plans.
Communicate with partner agencies and organizations, recruiters and case managers to provide eligible candidates with a clear understanding of goals, requirements and opportunities,
Monitor program plan throughout the year.
Develop and implement strategies and work plans to move participants and staff through efficient processes that lead to apprenticeships, training programs, direct placements, and other business services.
Provide continuous direction by training, supervising, and evaluating Program Staff, including conducting annual performance planning to establish goals and objectives for all direct reports.
Supervise the day-to-day work of these positions, ensuring that objectives and goals are met.
Ensure Coordinators build relationships and establish effective referral and enrollment process.
Meet regularly to ensure that programs are meeting goals, requirements, and regulations.
Review and sign off on reports prior to their submission to funders.
Other duties as appropriate.

Requirements
Bachelor’s Degree required, Master’s preferred.
Must have the ability to manage multiple projects and prioritize tasks.
The position requires highly effective communication, facilitation, problem solving, and team-building skills. The individual must be highly motivated by the mission of the WRTP/BIG STEP.
The position requires supervision of direct services to individual clients, and as such the position requires cultural competency as well as excellent interpersonal skills related to assisting clients with career advising and planning.
Thorough knowledge of standard computer programs, including Microsoft Office, and ability to learn new systems. Knowledge of Efforts-To-Outcomes reporting system is preferred.
Experience collaborating in a multi-disciplinary, diverse, and dynamic team.
Demonstrated knowledge of workforce development and/or knowledge of implementing programs and training, and/or minimum of three to five years of relevant experience in a related field such as the building and construction trades, apprenticeships, training programs, and/or working directly with contractors.
Demonstrate, through experience and/or education, the ability to coordinate complex service delivery systems, and ability to connect to industry relationships.
Must have project management experience, utilizing planning, leadership, and organizational skills.
Demonstrated resourcefulness in setting priorities and proposing new ways of creating efficiencies.
Candidate must be flexible in working hours, including some nights and weekends.
This position requires the ability to regularly sit and write at a computer, stand, and lift less than 20 pounds to stock office supplies, frequently move from room to room to accommodate guests, use a telephone and use a computer equipment to generate input and output and transmit data and requires reliable transportation including state mandated insurance.
