Position Summary
The Friends Committee on National Legislation (FCNL), an established Capitol Hill Quaker lobbying organization, is seeking an administrative and legislative assistant to provide program support for FCNL’s Legislative Director for Domestic Policy (“Director”). This is a temporary role with an expected duration through June 2025.
Essential Position Duties
Reporting to the Director, the Migration and Policy Administrative Assistant will provide administrative and policy support to the Director within the Domestic Policy Team and Policy and Advocacy Department, with an emphasis on the Migration Policy program. The Administrative Assistant will:
Support FCNL by setting up lobby visits with congressional offices and organizing, drafting, and delivering letters and information to Capitol Hill;
Assist with data entry, record FCNL lobbying, complete lobby disclosure reports, and manage lobby contribution reports;
Co-coordinate team-wide reports, help to manage the team calendar, periodically record and distribute team minutes, assist in scheduling internal meetings and notetaking;
Co-plan policy‐related events such as Hill briefings, cover various policy meetings and congressional hearings, and provide support for FCNL advocacy partners and coalitions;
Research, read, synthesize, and report out content of government and legislative documents and policy reports, and articles primarily relevant to migration;
Assist in tracking and maintaining accurate and up-to-date information on congressional votes, positions, and policy proposals;
Own designated aspects of intersectional policy work with the migration, peacebuilding, and sustainable energy and environment programs;
and
Develop advocacy resources, such as blog posts, web updates, factsheets, talking points, sign-on letters, and action alerts;
Support migration policy constituents’ calls and help develop and maintain relationships with FCNL network members committed to migration justice. Respond to constituent queries;
and
Other duties as assigned.
Supervisory Responsibilities
This position may provide guidance to an intern.
Minimum Required Job Qualifications
Education and Experience
Two - three years of administrative experience in advocacy, community organizing, or direct service work or equivalent combination of education and experience;

Oneyear of academic or work experience with congressional legislative process and procedures, politics, and public policy;
Experience scheduling and coordinating virtual, hybrid, and in-person meetings for participants with conflicting schedules;
Excellent verbal and written communication skills, including notetaking;
Ability and willingness to manage multiple tasks and nimbly adapt to changing agendas;
Verywell-organized, detail-oriented, thorough, and responsive;
and
Strong organizational, problem-solving, and analytical skills;
able to timely manage priorities, projects, and workflow.
Preferred Job Qualifications
Education and Experience
Experience organizing, drafting, and delivering policy and advocacy letters to legislators;
Experience scheduling office lobby visits with congressional offices;
Familiarity with software such as Quorum and Raisers Edge;

Ability to take initiative, be creative, and work independently, knows when to seek guidance;
Thrives in a collaborative environment, works well in groups and in coalition, outreach,networking,andpartnership-buildingskills;
Ability to study issues and can quickly absorb information;
Comfortable working in an office environment that reflects the Quaker testimonies of peace, equality, simplicity, and truth, and working within the Quaker process of FCNL;

Interest in developing skills related to policy research and advocacy;
Commitment to involving, promoting, and respecting participants from various backgrounds and perspectives;
and
Ability to maintain confidentiality and handle sensitive information with discretion.
Physical Demands &
Work Environment
Frequently required to sit or stand for long periods;

This job requires occasional travel, including overnight travel within the U.S. a few times a year.
Compensation and Work Expectations
The anticipated compensation range for candidates in DMV is $55,800 to $60,000 per year. The final compensation package offered to a successful candidate and placement within the paygrade will be dependent on the candidate’s specific background and qualifications and equilibrium with our internal equity. FCNL is a multi-state employer, and this pay scale may not reflect salary ranges in other states or locations outside of the DMV.

Work Week:
This is a full-time non-exempt position, based on a 37.5-hour work week. This person is expected to work in person a few times a month from our Washington, D.C. office with the option to telework on other days. More time in the office may be necessary some weeks, depending upon events in Congress, coalition partners, and the Administration. Annually this individual will need to be available for in-person support at Annual Meeting/QPPI conference during November 13-17,2024 and Spring Lobby Weekend conference in March 2025.
