Under the general direction of the Public Works’ Employee &
Labor Relations (ELR) Director, as the Leaves and Compliance Manager, you will manage your team by developing and leading the design and implementation of the Department’s Human Resources (HR) Leaves, Compliance and Reasonable Accommodations programs. You will provide specialized guidance and ensure that department activities are completed in a timely and efficient manner consistent with evolving local, State and Federal laws, regulations and policies pertaining to leaves, ADA compliance and EEO-related matters.
Important and Essential Duties:
The Leaves and Compliance Manager performs the following, but not exclusively these, essential functions:
You will serve as the lead of the Leaves, Compliance and Reasonable Accommodation division by managing a team of human resources professionals in performing work and addressing issues in the areas of Leaves, Equal Employment Opportunity (EEO), Reasonable Accommodations, and Workplace Violence matters.
Oversee the planning and administration of the Department’s Leaves and ADA compliance program to include reviewing, evaluating, and processingrequests in compliance with Federal, State, and local laws.
Perform as the Department’s subject matter expert by assessing and providingadvice to management, employees, and union representatives on Federal, State, and local laws regarding leaves, reasonable accommodations, EEO, FFWO, and related local policies and procedures including, but not limited to,Familyand Medical Leave Act (FMLA), California Family Rights Act (CFRA), Family Care Leave (FCL), Pregnancy Disability Leave (PDL), Military Leave, Civil Service Rules, MOU, and EEO/ADA.
Perform as the Department’s subject matter expert in all aspectsof EEO-related matters by providing specialized guidance and counsel to Department clients regarding complaints of discrimination and harassment, including compiling, investigating, and evaluating information regarding such complaints, and coordinating and consulting with the City’s Department of Human Resources EEO Division to resolve complaints.
Supervise and administer requests under the City and County of San Francisco Family Friendly Workplace Ordinance (FFWO) for the Department, including leading and participating in the interactive process and drafting of correspondence related to such requests.
Develop and provide education, communication, and standardized workflows tailored to HR professionals, supervisors, managers, and employees on leaves, Reasonable Accommodation, FFWO, and EEO matters.
Supervise and participate in the engagement with employees in the Interactive Process to ensure compliance with the Americans with Disabilities Act (ADA).
Design and draft forms, reports, training materials, website content and other correspondence related to the Reasonable Accommodation process, leaves, FFWO, and EEO matters. May present to groups as necessary.
Oversee proper and timely handling, tracking, and record maintenance ofreasonable accommodation and EEO cases, and leaves and FFWO requests, including conducting specialized reviews of requests or complaints and ensuring accurate data tracking.
Ensure timely respondence to requests for information from external agencies and prepare a variety of statistical and policy reports for stakeholders.
Evaluate and provide data and trend analysis, develop policies, and recommend actions/process improvements to the Department.
Performs special projects involving the planning, research, development or implementation of technical phases of the reasonable accommodation process, leaves, FFWO, and EEO matters and prepares various memoranda, correspondence, records and reports with recommendations when appropriate.
Meets with various employees, department heads, labor representatives and personnel of other jurisdictions regarding the interpretation and application of laws and regulations concerning compliance and reasonable accommodations.
