About the Role:
The Virginia Department of Transportation (VDOT) Information Technology Division seeks a seasoned Infrastructure Project Manager to oversee and execute complex IT projects involving multiple teams and work streams adhering to tight schedules.
Reporting to the program manager, the Project Manager will steer projects through the Commonwealth Standard for Project Management, ensuring successful completion across all phases:
PreSelect, Initiation, Planning, Execution, Control, and Closeout.
Responsibilities:
Serve as a hands-on technical project manager, collaborating with development teams and business units.
Liaise with ITD management and staff to coordinate tasks and resources.
Communicate project timelines and expectations clearly to technical and business stakeholders.
Manage relationships with vendors, consultants, and contractors, including contract management and procurement.
Adhere to VDOT and VITA project management practices and governance requirements, coordinating with respective Project Management Offices.
Maintain project budget, plans, tasks, schedules, risks, and status updates, disseminating information per the communications plan.
Ensure documentation of requirements and use cases, facilitating design workshops.
Define test objectives, plans, and cases, ensuring comprehensive testing.
Manage project milestones and deliverables for timely and within-budget completion.
Measure and communicate progress with metrics.
Support system and application training initiatives.
Qualifications:
Required:
Minimum 5 years of project management experience in IT infrastructure delivery, including network architecture, cloud implementation, and vendor management.
Familiarity with telecommunications, network technologies, and standards.
Experience managing projects involving network infrastructure components.
Proficiency in fabric-based networks, SD-WAN, and VoIP infrastructure.
Experience with large, multi-stream projects.
Ability to review carrier bid feedback and make recommendations.
Experience integrating technical and business knowledge to develop innovative solutions.
PMP or Qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects.
Preferred:
Experience in Agile and Waterfall project management.
Agile Scrum Master certification.
Proficiency in Microsoft Office products.

Current Project Management Professional (PMP) certification from PMI - 10 years.
Minimum 15 years experience managing large projects.
Strong understanding of Agile and Waterfall project management principles - 5 years.

Bachelors Degree required.
