The Home Based Supervisor participates in a multi-disciplinary child and family service team that provide comprehensive services for enrolled children, families and the community.

The position provides leadership, supervisory and coaching support to the team as well as Parent Educators (PEs) individually related to resource and referral, case management, including parent, family and community engagement.

This position is responsible for tracking follow-up and guidance for staff. Additionally, this position is responsible for supporting implementation of comprehensive services to meet best practice standards as noted in the Head Start/Early Head Start Performance Standards, Maternal Infant Early Childhood Home Visitation (MIECHV) guidelines, Parents As Teachers (PAT) requirements and other federal, state and local regulatory guidelines
Major Responsibilities include, but are not limited to:
PERSONNEL AND PROGRAM MANAGEMENT:

  • Work in partnership with the Family Services Director to develop an ongoing vision for the Home-Based program then develop, execute and evaluate that programmatic operational plan on an annual basis.
  • Build and maintain a cohesive, positive team culture based on trust, respect, courtesy, collaboration and professionalism to encourage and proactive support the Home Based program, its team of parent educators, and the children and families it serves.
  • Supervise, coach and assess the performance of the program/team as a whole as well as individual Parent Educators through 1-on-1supervision, staff meetings, monitoring and observations of home visits, implementation of program curriculum, group socializations, parent surveys, and review of other records and documentation.
  • Oversee staff in case management to include individualized family case histories, including family centered assessments, family partnership agreements, family questionnaires, program outcomes, family visits, goal setting, case notes and resource referrals.
  • Oversee, collaborate, and partner with staff to support family well-being;
    use relationship-based family partnerships to identify family interests and establish goals to support families by identifying resources to be safe, healthy and increase financial security.
  • Oversee staff in distributing information such as program information, event promotion, and community resources to caregivers.
  • Ensure practices and procedures are trauma-informed while supporting PEs through the reflective consultation/supervision and reflective process, including established one on ones, group reflective consultation meetings, team meetings including coaching session through 1

1's or home visit observations. Tracking supervision and coaching hours with each Parent Educator.

  • Engage in the promotion of staff development and continuous learning through training, observation, coaching, technical assistance, and supervision.
  • Develop, implement and monitor goals, policies, procedures, and activities designed to implement the Early Head Start (EHS) and Head Start (HS) program in accordance with the Performance Standards, MIECHV, PAT and other federal, state and local regulations.
  • Oversee staff in engaging families during transitions, as advocates for their child's learning and development within the program and into other community early learning environments.
  • Participate in monthly PAT/MIECHV webinars, and yearly MIECHV/PAT supervisory sessions.
  • Review, monitor &
    submit the MIECHV monthly report to Parent possible. In addition to MIECHV budget monthly submission with finance director to Office of Early Childhood.
  • Attend required MIECHV home visitation meeting conducted by Denver Early Childhood Council.
  • Provide coverage of Parent Educators during extended absences, position vacancies, etc.
  • Cultivate a team environment that empowers strong professional boundaries that support family development while also building cross program collaborations that serve the best interests of children and families as well as Family Star as a whole.

  • Respectfully, courteously, and professionally support staff to support families as their child's first teachers and actively encourage and support family engagement activities.
  • Interact with staff and families in an open, honest, and loving manner, always with dignity, respect and with sensitivity to their cultural and socio-economic background.
  • Oversee, collaborate, and partner with staff to support family well-being;
    use relationship-based family partnerships to identify family interests and establish goals to support families by identifying resources to be safe, healthy and increase financial security.
  • Support staff to acknowledge families as learners as they advance their own learning interests, parenting, careers and life goals.
  • Coach staff to encourage family participation in leadership development and community involvement to develop skills as advocates and leaders.
  • Coach staff to support the development of positive parent-child relationships that nurture child learning and development.
  • Ensure that staff promote families as lifelong educators through participation in their child's everyday learning.
  • Ensure staff and program resources reflect the multi-cultural diversity of enrolled children and families.
  • Treat program participants and community members with positive regard and respect.
  • Provide guidance and coaching to PEs to encourage family participation and engagement.
  • Participate in family engagement and education events, program activities, community meetings, forums, public relation events, recruitment activities/fairs, and other after-hours events as needed.
  • Oversee staff and be an interactive member serving as a link between families and community resources by identifying relevant community resources and family education opportunities.
  • Assist with recruitment efforts in the community to sustain enrollment and waitlist requirements.
  • Develop and maintain relationships with community providers to manage and access resources and creating MOUs as needed.
  • Recognize the need for consultation and collaboration with families and with social service, mental health, law enforcement, and domestic violence intervention agencies;
    advocacy related to community issues that affect families' well-being.
  • Work with PEs to ensure participation and representation of home-based caregivers on the Policy Council/Policy Committee and other ad hoc committees.
  • Attend and present at Policy Council/Policy Committee and/or other meetings as needed.

PROGRAM ASSESSMENT AND CONTINUOUS IMPROVEMENT:

  • Participate in the continuous and creative process to meet individual and program goals through training and professional development.
  • Identify training needs of assigned educators and plan, develop, and implement training on an on-going basis.
  • Participate in recommended training programs, educational conferences, professional days, staff meetings, and other courses pertinent to professional growth.
  • Collaborate with supervisor to develop and implement professional development plan and goals.
  • Oversee and conduct performance evaluations for PEs, in addition to regularly scheduled 1-on-1 meetings and professional development plans.
  • Assist in the development and evaluation of program policies, procedures, and the PAT curriculum for pregnant women and children 0-5 years old.
  • Generate and review program reports and other tracking systems to monitor screenings/assessments, referrals, follow-ups, and other child/family/program indicators and outcomes.
  • Monitor and report on the completion of developmental, mental health, health screenings and other program requirements by established timelines.
  • Pull and evaluate monthly Visit Tracker/COPA reports to ensure accountability and monitoring.
  • Demonstrate creative initiative in finding new and better ways to do things and seek to improve the program.
  • Implement and enforce an ongoing monitoring system that includes regular file reviews, attendance tracking, analysis of data, reconciliation, staff interviews and observations to ensure quality and timeliness of services that meet federal, state, and local regulations and standards.
  • Maintain regular attendance and punctuality;

  • Maintain and update work plans.
  • Develop and present reports on key family services data including but not limited to family partnership agreements and goals, referrals, and other Program Information Report data as outlined in the Head Start performance standards.

Requirements:

  • Minimum of a Bachelor's degree in a related field.
  • Minimum of 3 years' experience working in a professional office environment, with excellent written, oral communication and organizational skills.
  • 1-3 years experience with home visitation or family services.
  • 1-3 years experience coaching and supervising a team.
  • 1-3 years experience working with adults from a diverse population and understanding of adult learning.
  • Experience with case management, confidentiality regulations, helping people access information and services.
  • Experience in Microsoft Office, data collection, reporting and analysis with ability to learn data tracking systems.
  • Must have the ability to relate well with children and adults.
  • Must be motivated and able to work independently as well as part of a team.
  • Must demonstrate a positive attitude with a commitment to customer service.
  • Must have oral and written proficiency in the English language.
  • Must be able to work the hours of the position based on the organization's needs.
  • Must have continuous possession of a valid Colorado driver's license and auto insurance and reliable transportation.
  • Must complete clearance of a background check, post-offer, pre-employment physical, and TB test.

DESIRED QUALIFICATIONS/SKILLS/LICENSES/
CERTIFICATIONS:

  • Master's degree in Child Development, Education, Psychology, Social Work, or related field.
  • 3 years case management experience working with children ages 0 to 6 and their families in Early Head Start or Head Start Program.
  • Experience with and/or exposure to the Parents as Teachers curriculum.
  • Experience working in a Montessori environment.
  • Experience working in a trauma-informed environment/participating in reflective consultation.
  • Knowledge of community resources.
  • Bilingual (Spanish / English).
  • Knowledge of early childhood development (birth to 6 years), prenatal education, and parenting strategies.
