Job Description
The EPA Compliance Analyst handles state and federal regulatory compliance, daily documentation, correspondence, and recordkeeping.
Main Activities
State Programs – Maintaining quarterly / annual information for reporting to Washington, California and Oregon as it relates to CARBOB, CARB Diesel, ULSD, UNL-Sub, Ethanol, Biodiesel.For CARBOB and CARB Diesel - ensure that the regulatory language and Carbon Intensity (CI) are either on the invoice or the contract
For unleaded sub-octane – ensure that the regulatory language and CI are either on the invoice or the contract
For ULSD – ensure that the regulatory language and CI are either on the invoice or the contract
For Ethanol –ensure we receive the producer information and CI value. Confirm that the CI issued is valid for the producer.
For Biodiesel-ensure we receive the producer information and CI value.
Ensure all Carbon Intensity (CI) values for all products are received/valid of the producer.
Record / track all CI values on spreadsheet outside of Vista.
Reconcile data with counterparties to ensure there are no data reporting discrepancies.
Assist in any State audits.
Maintain AB32 COI data for California State reporting.
Renewable Fuel Standard II:
To become versed on the RFS2 regulations and the issuing of RINs as it corresponds to Renewable Fuel. Verifying of contracts receipt / transfer of RIN’s. Become familiar with the use of EPA’s Central Data Exchange, EPA’s Moderated Transaction System (EMTS) and CORINS to ensure RINS are transferred / accepted accordingly. Maintain daily updates to ensure all data is received.
Assist in EPA Attestation Audit for the RFS program.
Other responsibilities as assigned for other programs.EPA RFG/Anti-Dumping Regulations - enter batches in EPA data collection templates. Maintain recordkeeping for specific storage locations.
Assist in EPA Attestation Audit for RFG Program.
Once comfortable with daily verification responsibilities, the EPA Compliance Analyst will commence training on regulations with the goal of having them become fully knowledgeable to assist Traders and Operators in any problem areas.
