Position Purpose:
Under minimal supervision, responsible for managing the implementation of the Environmental Compliance program at TWI. This function is in support of the General Manager, Managers and Supervisors who are ultimately responsible and accountable for division EH &
S performance.
Primary Duties/responsibilities:
Manages branch level implementation of all environmental policies, programs, and systems (e.G., stormwater management/sewer use, air, tank management, special waste, environmental monitoring).
Manages branch level implementation of all health, safety, and transportation policies, programs, and systems (e.G., hazard communication, emergency response, lock/tagout, confined space, medical program, driver qualifications, vehicle condition reports, random drug testing, industrial hygiene, PPE, PSM).
Provide information to all other branch and company program managers to assist them in meeting the regulatory, permit conditions, and H&
S requirements for theirareas of responsibility and to ensure the appropriate management systems are developed and implemented to ensure total compliance with all regulatory and permit conditions.
Assists supervisors in review of accidents to determine root causes and determinations of appropriate corrective and preventive actions, and track accident trends.
Maintains liaison with regulatory agencies and prepares formal responses to draft permits, NOD’s, NOV’s and other agency requests for information in coordination with regional, corporate, staff, operations, and general manager.
Review and provide a summary of all pending regulations to management staff prior to the effective dates. Prepare and initiate implementation plans for new regulations.
Direct administrative actions such as;
Recruiting and performance appraisals for direct reports,
Affirmative action plan consistent with company policy and governmental regulations,
Prepare and execute budgeting for permit, compliance, monitoring, and all other environmental responsibilities,
Review and approve all capital and consumable expenditures for areas of responsibility.
Established and ensures implementation of a system for maintaining required facility EH&
S documentation, permitsand plans.
Manages the resolution of EH&
S compliance issues. Direct operation of the Compliance Action Reports System (CARS). Assures the accuracy and quality of information reported if CARS.
Communicates potential non-compliance issues or practices to appropriate managers at the branch, and as needed, to the Region/Corporate EMD. Sets up and tracks issues to resolution on a timely basis.
Directs the operation of the Compliance Management System (CMS) tasks to appropriate staff and updates staff responsibilities to reflect changes in EH&
S requirements.
Ensures conduct of division EH&
S self-audits and other assessments as required by company policy or Federal, State or local regulations.
Reviews all routine and non-routine projects to ensure engineering and operations consistency with all applicable permits, conditions and environmental, health &
safety regulations.
Reviews equipment process, and equipment process modifications for safety and regulatory compliance.
Ensures that all division employees receive proper EH&
S training.
Plans and ensures conduct of regular EH&
S meetings for the branch.
Direct, develop, train, and maintain Standard Division Practices, as appropriate with other division managers and departments.
Implement the Central Records Management Systems to demonstrate permit and monitoring compliant for review by Veolia and regulatory agencies.
Work Environment:
Spends 10% of time traveling supporting business needs at other facilities. Typical daily activities include 50% in the field with operations and 50% office environment.
Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions.
Be able to work around hazardous materials such as sulfuric acid and molten sulfur.
Under certain conditions while working in the plant, may be required to wear a respirator and/or fall protection equipment.
Required to wear safety equipment and FR clothing where appropriate. Requires frequent stooping, bending, climbing, reaching and carrying, use of hand tools (shovels, brooms, sledgehammers, picks) and moving heavy objects.
Must be able to work from ladders, scaffolds, and high-lifts, and to enter and work in confined spaces.
Typical Monday - Friday, 40 hours per week and will be required by site to assist with emergency call outs.
Occasional travel to the sister plant and Headquarters office may be required.
