ACES is seeking a senior Public Safety Communications (PSC) Subject Matter Expert (SME) to lead the Department of Defense (DoD) PSC modernizations effort including Next Generation 911 (NG911), FirstNet and Land Mobile Radio (LMR) modernization. This is the Senior SME position for PSC that directly supports the Office of the DoD Chief Information Officer (DoD CIO) in the Mark Center, located at 4800 Mark Center Drive, Arlington, VA. This position requires a TS/SCI clearance, strong senior staffing experience in DoD HQ organizations, proficient with JCIDS, PPBE, and various DoD senior staffing processes. US Citizenship withTop Secret SCI Clearance is mandatory.
EDUCATION AND EXPERIENCE:
Masters and 12 years of relevant experience or a Bachelors with 14 years of relevant experience.
SPECIFIC JOB DESCRIPTION
Provide subject matter expertise and analysis in the area of Public Safety Communications (PSC) including Next Generation 911, Enterprise Mass Warning and Notification, FirstNet and Land Mobile Radio (LMR).
Document current PSC capability gaps and requirements, identify potential capability alternatives to resolve mission shortfalls, and conduct/participate in appropriate business case analysis (BCA) and Analysis of Alternatives (AoA) to support development of future programs to meet warfighter and homeland defense needs.
Provide assessments of compliance with Department guidance, mandates, and standards;
technology insertion;
performance and scalability;
and interoperability.
Develop PSC analytical products that provide detailed comprehensive overviews of associated PSC systems (including enterprise network applications, mobile device apps, and radios) that identify critical capabilities, capability gaps, and roadmaps to guide the strategic incremental evolution and modernization of PSC capabilities within all operating environments.
Provide PSC support and analysis for DoD CIO representatives at various executive forums and meetings at the OSD level that include Executive Steering Committees, Functional Capability Boards, Working Groups and other governance requirements.
SKILLS AND EXPERIENCE:
Successful candidates will demonstrate the ability to work independently, but also as a part of a team, with the following specific experience:
Knowledge of DoD, Federal and State government Public Safety Communications modernization efforts, to include Next Generation 911 technology, and wired and wireless communications systems.
OSD, Joint, Combatant Command, NATO, or Military Department staff experience
Familiarity with Defense Information Systems Agency (DISA) Public Safety Communications Information Technology Standards and Policies
Knowledge of Joint Capability Integration and Development System (JCIDS) process, Defense Acquisition System (DAS), PPBE, and other related processes within the DoD.
