Job Description
The Director, Safety, Health &
Compliance reports to the Managing Director of Safety, Security &
Airsides Services and actively engages in duties that support the Airport’s Core Values ensuring these values are embedded in the Airport’s Safety, Health, and Compliance organization. They are committed to establishing a safety culture through a systematic and integrated method of managing safety, health, and compliance. Through their leadership and experience in organizational development, strategic planning, program development and administration, policy development, performance metrics, and collaboration with the Airport community, they are critical to developing a positive safety culture at the Airport. They are also responsible for championing, managing, and continually enhancing robust safety and health management programs.

Plan, direct, coordinate and manage the administrative and operational activities of the Airport’s Safety, Health, and Compliance section.
Develop, implement, and maintain procedures, administrative monitoring practices and controls of FAA Part 139 airport certification, injury and illness prevention, workers’ compensation, and other safety and health management programs in order to obtain safe airport operations and compliance with federal, state regulations and other laws and regulations.
Manage and develop a high-performance team focused on collaboration across the airport;
plan, monitor, evaluate, and supervise the work of immediate employees to improve performance related to airport certification, safety &
health, and compliance programs.
Direct the allocation of resources to achieve timely outcomes and measurable goals within budget;
adjust plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
Direct and monitor expenditures in accordance with the approved budget;
analyze alternative andinnovative solutions to recommend the most cost-effective solutions to senior management;
provide management withearly warning and practical options to potential cost overruns.
Evaluate events affecting safety, health, and compliance;
advise senior management on processes and procedures to enhance and improve safety, health, and compliance programs.
Represent the Airport’s Safety Management, Health, and Compliance programs to all airline tenants, FAA, OSHA, Cal/OSHA, and employees to ensure safe and secure operations;
direct and monitor all FAA and OSHA correspondence.
Identify, develop, recommend, and implement safety management, airport certification, injury &
illness prevention, andworkers’ compensation policies &
procedures to achieve safety &
security excellence throughout the airport.
Promote teamwork and innovation in airport safety, health, and compliance by demonstrating leadership consistent with established core values.
Develop the vision and strategic planning for safety and health management programs to deliver on the airport’s mission and overall goals;
lead cross‐functional work groups and committees to further the airport’s objectives.
Review and analyze safety management reports and audits;
identify trends and systemic problem areas;
develop and implement appropriate programs and corrective actions.
Monitor and evaluate the effectiveness and efficiency of the airport certification, safety, health, and compliance units, organizational structure, staffing levels, financial systems, and other internal operations;
identify and recommend alternative approaches or improvements;
implement revisions, adjustments, and changes.
Be the liaison for the Airport with a variety of other City/County staff, industry leaders, policy‐making officials, and officials of outside agencies;
explain and justify procedures, policies, or programs related to safety management, health, and compliance;
negotiate and resolve difficult and complex issues and problems.
Management and Oversight of Safety, Healthy &
Compliance Programs andSystems
Oversee the implementation of the Airport’s SMS by ensuring staff identify, assess, and mitigate hazards to reduce risk.
Ensure SMS staff are planning and facilitating Risk Assessments, collecting, and analyzing data in preparation for Risk Assessments, and conducting Safety Assurance to evaluate the effectiveness of implemented mitigation strategies.
Keep abreast of changes in regulations and ensure Airport compliance with applicable safety and health regulations and work with other managers, regulators, and departments to optimize resources in ensuring health, safety, and compliance mandates.
Ensure that the Airport follows all safety and health principles and governmental regulations including OSHA and Cal/OSHA as well as air quality standards.
Provide insight and leadership in ergonomics, chemical safety, respiratory protection, hearing conservation, indoor air quality, personal protective equipment, faII protection, emergency response, lead and asbestos, confined spaces, and other areas of occupational concern.
Organizational Development and Performance
Ensure staff monitors and evaluates IIPP, WC Program, SMS and other Safety, Health, &
Compliance program goals and objectives on a regular basis.
Lead and direct the implementation of enhancements to Safety, Health &
Compliance programs andsystems.
Adapt and provide flexibility in changing environments to maximize safety and health performance and optimize limited resources.
Strong leadership and management skills to develop and control budgets, hire and train staff, establish strategic plans and policies.
Ability to develop and communicate highly technical data, interpret regulations, and prepare complex statistical safety, health, and compliance reports.
Develop and track performance standards and metrics, goals and objectives to improve safety, health and compliance at the Airport.
Stakeholder Engagement and Communications
Be the primary point of contact and liaison between the Airport and FAA, OSHA/Cal OSHA, airlines, and other airport service providers.
Collaborate with all Airport Divisions, including Operations, Design &
Construction, Sustainability, Facilities, Business &
Finance, External Affairs, People, Performance &
Development, and Strategy &
Social Impact.
Propose resolution for problems and complaints raised by Commission staff and members of the Airport community.
Coordinate and conduct meetings as needed with Commission staff, government agencies, and members of the Airport community.
Represent the Airport’s Safety, Health &
Compliance section, including making presentations at meetings, presenting reports and data.
Lead and participate in cross-divisional teams as needed.
