Job Description
Reporting to the Primary Care Director of Operations, the Director of Patient Access has matrix supervision and is principal trainer of new Hospital Eligibility Worker Supervisors and Senior Hospital Eligibility Workers with Primary Care clinics and the Centralized Call Center. The Director oversees operations related to eligibility of Primary Care services including scheduling, registration, payment verification, authorization requirements, determination of program eligibility, and ensuring the success of the Department’s Patient Access initiative. The Director of Patient Access will perform the following essential functions:
Directs Primary Care’s Patient Access functions, operational design, and training programs.
Manages Patient Access functions ensuring all key processes are aligned with the goals and objectives of the network.
Develops, designs, tracks, evaluates, coordinates, and improves the overall operational metrics for provider productivity, registration, scheduling, billing, and other systems to ensure an efficient and cost-efficient healthcare delivery system in a managed care model.
Serves as an expert resource concerning eligibility requirements for patients to qualify for State, Federal, and County programs (i.E., Medicare, Medi-Cal, CCS, Health Families, Family Pact, etc.).
Responsible for developing standards of performance for staff which are measured, reported, and addressed when needed.
Ensures the accuracy and completeness of daily registrations.
Ensures a high level of quality service provided to patients.
Responsible for adequate staffing in all Patient Access areas.
Responsible for staff development, including training, reviews of progress, and communication of findings.
Directs key processes by monitoring and reporting performance statistics, including explaining discrepancies and adjustments when made.
Coordinates and/or directs process improvement projects for the Patient Access functions.
Ensures that key processes are prioritized, measured, and reported.
Participates in hospital, departmental, and network quality and performance improvement initiatives.
Participates in ongoing Patient Access/Epic workgroup discussions regarding system issues affecting enrollments, re-enrollments, disenrollment as well as to develop solutions to address system issues.
Updates and/or establishes patient access policies &
procedures to ensure that primary care is compliant with governmental regulations, accrediting bodies, hospital policies &
procedures, and other statutes.
Reviews accounts, cases, testing scenarios, and workflows to identify performance issues and take action to ensure that rework and uncompensated care is minimized.
The Director of Patient Access (0923 Manager II) may perform other duties as assigned or required.
