Job Description
ROLE OVERVIEW:
As the Director of Multilingual Compliance, you will play a pivotal role as the KIPP Texas policy expert on the Texas Education Code (TEC), Texas Administrative Code (TAC) Chapter 89 and Every Student Succeeds Act (ESSA) Title III to assess potential risk and ensure compliance. Leading a team of up to two compliance managers, you will ensure that our statewide activities that require compliance review such as the identification and reclassification of emergent bilingual learners, Language Proficiency Assessment Committee expectations, teacher certifications, program coding, language proficiency assessments, and collaboration with special populations teams. Working with your managers, you will develop plans for implementing and monitoring multilingual compliance activities across multiple campuses state-wide.
Your expertise in federal and state multilingual compliance policy will support your managers in their ability to support schools in maintaining strong records of our emergent bilingual students. Your collaboration with stakeholders will positively impact the shared accountability to fulfill compliance activities to fidelity with students at the center of decisions. Reporting to the Managing Director of Multilingual Education, you will play a pivotal role in supporting KIPP Texas schools, fostering a supportive and inclusive learning environment for students from diverse linguistic and cultural backgrounds.
You know you are successful if all members of your team support their portfolio schools to attain their KIPP Texas compliance targets each year, leading to:
100% of schools have identified and coded emergent bilingual students by snapshot date or initial 4-weeks from enrollment.
100% of students have documented instructional assessment supports that match their language proficiency levels from LPAC
100% of students participate in TELPAS with appropriate supports assigned from special programs
100% of emergent bilingual students are reviewed annual and reclassified based on exit criteria
100% of Title III federal requirements are met and documented
Key Responsibilities
Strategic Visioning:
You lead and develop a vision for transformational compliance policies. You can translate federal and state policy to campus Deans of Multilingual Education for maximum accuracy and effectiveness. You recommend organization improvements to capture accurate information, resolve data errors, prevent recurrence of problems, and minimize risk.
Effective Team Leader:
You lead and develop a high-performing team by developing rigorous SMART goals and impact execution through side-by-side coaching and progress monitoring. Effectively support your managers and Deans of Multilingual Education through high-quality professional learning and effective systems. Monitor compliance managers day-to-day workload and auditing of KIPP Texas-wide data for state and federal compliance.
Policy Expert:
You have demonstrated expertise in federal and state policy concerning multilingual programs. You have experience effectively developing policies, procedures, and guidelines for accurate state and federal reporting. Maintain expert knowledge of Texas Education Code (TEC), Texas Administrative Code (TAC) Chapter 89 and Every Student Succeeds Act (ESSA) Title III to ensure KIPP Texas compliance.
Stakeholder Engagement:
You collaborate with team members of the Multilingual team, Academics, Student Information Systems (SIS), PEIMS, Finance, and Operations leaders to ensure accurate and effective systemic support for multilingual programming and state/federal reporting. Develop communication plans to convey new state and federal data requirements with a strong focus on high quality customer service and satisfaction.

Manage, lead, and develop a high-performing team of two compliance managers who are detailed oriented and effectively support the compliance activities in KIPP schools across Texas
Drive results, including progress tracking, monitoring, and reporting. Hold the team accountable for short- and long-term outcomes
Exhibit outstanding critical thinking skills, including the ability to analyze data, identify trends, pinpoint root causes, ask probing questions, and develop innovative solutions

Possess a deep understanding of federal and state multilingual policies with the ability to synthesize knowledge and present to key stakeholders in a comprehensive manner.
Demonstrates strong communication and interpersonal skills, with an ability to communicate effectively and professionally;
including, the ability to communicate technical information in a clear and understandable manner to non-technical stakeholders.
Experience in evaluating TEA regulatory requirements and producing clear written materials to support effective monitoring at the state, regional, and campus level.
Engage in continuous data analysis and action planning
Supports the multilingual team in developing and progress monitoring the implementation of federal/state policy, metrics, and Objectives and Key Results (OKRs).
Skilled in overseeing data error identification and resolutions.
Excellent planning and organizational skills with the ability to manage multiple competing priorities and assignments throughout the year.
