The New York City Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.
FIT is seeking a highly effective Quality Assurance professional to join our Solutions Delivery Office. The Director of Automated Testing &
Quality Assurance will create a high-performing, modern, testing culture focused on accountability, results, and quick clean code delivery. This role will work closely with the Director of Intake &
Business Analysis, business stakeholders, and systems experts to implement a comprehensive test strategy using test automation tooling and framework. The successful candidate will oversee the planning, execution, and coordination of all automation and manual testing activities to ensure all projects and products are delivered with high standards of quality.
The selected candidate's responsibilities will include but not be limited to the following:
Responsibilities:
- Direct an Automated Testing &
Quality Assurance team that tests software against the business success criteria to ensure every project meets its business requirements.
- Establish an enterprise test automation framework such as Selenium to leverage reusable testing code, maximize automation, and improve efficiency.
- Ensure that defects are caught, resolved, and retested to reduce defects and technical debt.
- Liaise with the application development and support leads to gain and maintain awareness of their QA and automated testing needs, as well as to strengthen their ongoing compliance with best practices.
- Participate in user story and/or requirements review sessions (functional and technical) to ensure that there are no gaps around use cases, happy paths, alternate paths, user-error, and system-error workflows.
- Collaborate with the solution architect and technical lead to understand the technical approach, technical specifications, non-functional requirements that are integral to the software application.
- Oversee testing team members' creation of effective test plans aligned to requirements and success criteria for all new implementations.
- Contribute QA expertise to the Application Life-cycle Management (ALM) system to ensure that testing and quality are built into the Software Development Life Cycle (SDLC) process.
- Lead the development, implementation, governance, and socialization of testing tools, templates, plans, policies, and metrics to ensure a consistent approach to QA.
- Ensure that all projects are unit and regression tested, prior to turnover to the business for user acceptance testing (UAT).
- Contribute QA/test metrics to the Solution Delivery Offices portfolio dashboard.
- Remain informed of emerging testing solutions and advocate for adoption of relevant tools.
