Job Description
About the Infrastructure Budget and Finance (IBF) Group of the Infrastructure Division
The IBF group oversees the development and maintenance of the Infrastructure Division's Biannual Operating Budget;
manages the development, maintenance and operations of the SOLIS Contract Management and Billing System as well as the Timelive System, in support of the City and County of San Francisco’s Financial and Procurement (PeopleSoft) System;
and is responsible for processing all SFPUC multi-billion dollar Professional and Construction Services Contracts, purchase orders and invoice payments. Additionally, the IBF group oversees the loan disbursement process for low-interest, federally funded financing from SRF and WIFIA sources for SFPUC’s Capital Programs. Lastly, this group is also responsible for generating all operating budget, contract compliance, and procurement related reports;
responding to various audits and Public Records Requests;
and performing routine cost reconciliation reporting needed to support the Infrastructure Division’s day-to-day business operations.
Position Description
Under general direction of the Infrastructure Budget and Finance (IBF) Director, the 0932 Manager IV will serve as the Deputy Infrastructure Budget and Finance Director and will oversee the day-to-day operations of the IBF Group’s Payment Processing, Certification, Systems and Reporting, Operating Budget, and Policies and Procedures functions. This position will be responsible for assisting the IBF Director with coordinating and implementing programs and workplans for all IBF functions and with defining the overall organizational structure, staffing requirements, and resource allocations and needs for IBF's functions. The Deputy IBF Director will interface with all managerial levels in the Department and with outside agencies in meetings involving Infrastructure Division administrative systems, policies, and procedures that support Infrastructure staff in delivering the SFPUC’s Capital Improvement Programs.
This position will be responsible for assisting the IBF Director with the financial development and management of the Infrastructure Division and of the SFPUC’s Headquarters Building operating budget. This position also will be responsible for overseeing the payment processing, managing the certification process for all SFPUC contractual agreements and their related purchase order releases, managing the operations and system development for the SFPUC’s Contract Administration and Online Invoicing System (SOLIS) and Consultant Timekeeping System (TimeLive), managing the development of policies and procedures documentation for internal and external audiences covering IBF's functions, and overseeing the preparation, data accuracy, and distribution of various reports to internal staff and external audiences related to all IBF functional areas.
The essential functions of this position include, but are not limited to:
Responsible for managing the allocation of resources and organizational structure within multiple functional areas in the IBF group to achieve timely outcomes, measurable goals, and effective and efficient use of resources, and to adjust those allocations to meet new programs and workplans.
Develops and implements the Infrastructure Division bi-annual operating budget, monitors expenditures to ensure adherence to the approved budget, maintains fiscal integrity and strong internal controls, and promotes accountability and integrity in the administration of the budget.
Develops and implements Infrastructure goals, policies, procedures, and strategic plans related to the operating budget, fiscal planning, overhead recovery, and encumbrances of funds to ensure smooth and effective operations and to meet short-term and long-term objectives.
Plans and directs strategic and tactical matters related to budget management, cost benefit analysis, forecasting needs, and securing new funds/budgets for non-routine and capitalizable expenditures.
Advises and consults with Infrastructure Bureau Managers to identify and resolve complex and impactful operating budget matters, forecast budget and resource needs, and address budget shortfalls.
Directs and oversees the operations and system development for the SFPUC’s Contract Administration and Online Invoicing System (SOLIS) and Consultant Timekeeping System (TimeLive) and identifies inefficiencies and implements system enhancements to improve productivity, performance, and user experience.
Directs and oversees the certification process for all SFPUC contractual agreements and their related purchase order (task order) releases, with a focus on financial and contract data integrity and internal controls.
Manages the system administration, data integrity of system queries and interfaces, and data reconciliation processes for SOLIS to the PeopleSoft System, with an emphasis on timeliness and accuracy.
Develops and delivers training sessions related to budget operations, contract and purchase order processes, SOLIS, TimeLive, and internal controls requirements with respect to City Administrative Code and Charter regulations and Departmental guidelines and policies.
Plans, monitors, evaluates, and supervises mid-level supervisors and professional staff in a complex financial and operations environment.
Directs the preparation of monthly, annual, and ad hoc reports and directs the gathering and analysis of information and reports necessary to document and evaluateInfrastructure and IBF processes.
