Contracts Specialist/Facility Security Officer (FSO)

POSITION SUMMARY
This role will be involved with activities required for developing and maintaining contracts and subcontract for various products and services from the initial stages of the contract process through product/service delivery and then final closeout. This successful candidate will have thorough knowledge of all contract types and will enjoy working in a challenging, fast-paced environment that allows you to think outside of the box for solutions while staying in the guidelines of policies and procedures.
JOB RESPONSIBILITIES
The duties and responsibilities outlined below include essential functions of the role. Depending on business needs, this role may perform a combination of some or all of the following duties. Contract Administrations
O Monitor existing contracts to ensure continual compliance with FAR, DFAR and other regulatory requirements. Analyze new rules and laws to assess their possible influence on the company. Perform an annual audit of applicable FAR/DFARS to ensure compliance.
O Collaborate with the accounting department to ensure accurate billing and collection of contractual income.
O Assess subcontractor performance, work with project managers and PI’s to identify the need for amendments to existing subcontract agreements.
O Maintain the contract management system computer database to ensure it is current.
O Responsible for coordination and submission of all contract deliverables to the customer.
O Identify potential contract issues and impacts on the business.
O Advise business and technical staff of contractual rights and obligations and provides interpretation of complex terms and conditions.
Government Property Management Liaison
O Coordinate with Government Property Manager and Project Managers to complete inventory reporting and submit to government officials per contract specifications.
Contract Closeout
O Responsible for closeout of contracts to include subcontractor agreements, intellectual property reporting, government property disposition and certification, and final invoicing.
Facility Security Officer
O Ensure that the Facility Security Assessment is conducted.
O Able to obtain security clearance.
O Implement a facility security officer manual.
O Handle sensitive security information and security related communications.
O Provide appropriate and required training to personnel performing facility security duties. Ensure that training is completed, certificates are filed in an appropriate location and annual refreshers are completed.
O Ensure that regular security inspections of the facility are conducted.
O Ensure that records are maintained, prepare, and submit any reports that need to be completed to remain in compliance.
O Ensure the recording and reporting of attainment changes are reported to the appropriate cognizant office.
O Ensure that all personnel are briefed on any changes in security conditions at the facility.
GENERAL
O Ability to interact effectively with project managers and other business staff.
O Prepare routine letters, correspondence, and standard forms.
O Assist during government audit reviews.
O Other duties or projects as assigned.
Requirements
QUALIFICATIONS:
EDUCATION AND EXPERIENCE
Bachelor’s degree in Business Administration
Minimum four (4) years prior experience with Government Contracting
OR equivalent combination of education, training, and experience.

Abilities
Knowledge of and experience with Contract Terms and Conditions (FAR &
DFAR)
Team Player with good interpersonal skills
Ability to work independently when needed
Strong organizational and time management skill
Strong facilitation, communication, and presentation skills
Word processing skills, especially with Microsoft Office products and desktop software (Word, Excel, PowerPoint)
Must have the ability to prioritized work in a dynamic environment
Knowledge of Cost Plus, T&
M and FFP Contract Vehicles
Able to effectively share information with technical and non-technical staff
Good collaboration skills, able to work in a team environment where engagement and participation are an expected part of successful job performance
This position may require access to information protected under U.S. export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). TRAVEL
Up to 10% local travel may be required.
WORKING CONDITIONS &
PHYSICAL REQUIREMENTS
Work will normally be performed in an office environment. Able to efficiently use automated office equipment such as laptops, copiers, and printers;
able to effectively engage in communications (via phone, computer, or in-person). Will involve sitting, standing, walking, lifting, and carrying up to 15 pounds.
The targeted base salary for this role is $90,000 to $125,000 on an annualized basis
