Job Description
The Compliance section supports the accurate reporting of San Francisco’s city business taxes so taxpayers and citizens can have confidence that all taxpayers are meeting their obligations. San Francisco voters have approved multiple taxes that put the City at the forefront of innovative and progressive local tax policy;
including gross receipts, commercial rents, overpaid executive, parking, transient occupancy, traffic congestion mitigation, sugar-sweetened beverage, and cannabis taxes. The section has four units, Account Services, Data Analysis, Investigations, and Audit. Account Services processes setup, periodic returns, refunds, and payment exceptions. Investigations discovers unregistered and non-filing businesses, and performs field investigations. Audit reviews tax returns to identify errors and educate taxpayers about their obligations. Data Analysis supports the work of other units by using analytical techniques to improve efficiency, targeting, and large dataset review.
The Compliance Director (0941 Manager VI) serves as the Chief Auditor for the Office of the Treasurer &
Tax Collector. This role requires depth of knowledge on all city taxes – gross receipts-based taxes, commercial rents tax, parking tax, transient occupancy tax, utility users taxes, and other various taxes. The position manages a team of over 50 auditors, investigators, analysts, management assistants, and clerical staff.
There are approximately 106,000 businesses operating in San Francisco. Under policy direction, the Compliance Director manages citywide business tax administration, audits, and investigations. Totaling upwards of $3.5B in revenue for the City and County of San Francisco, the position is the sole subject matter expert providing leadership on city business taxes, including initiating legal matters and lawsuits in accordance with the City Attorney's Office. The position along with the Tax Collector and Treasurer, makes rulings related to San Francisco business taxes, holds taxpayer and some public hearings, and provides guidance to city leadership on new tax proposals.
Under current policy, this position supports a hybrid remote work schedule. The incumbent will be required to work a minimum of three (3) days per week in the office.
Essential Duties and Responsibilities:
The essential duties of the position include but are not limited to:
Plans, develops policies and procedures, administrative monitoring/internal controls (e.G., workflow monitor, reporting), performance goals, objectives, projects, taxpayer compliance programs/campaigns;
strategizes with Principal Auditors, Principal Investigators, and others to make recommendations to protect and conserve laws related to business taxes, to improve workflow, taxpayer compliance, and other best practices;
directs staffing and resource planning of audit and investigations personnel as it relates to taxpayer compliance campaigns;
conducts formal and informal coaching, training, and ongoing development of staff.
Oversees data analytics and research, including utilizing tools and techniques for predictive and process metrics to improve overall compliance efforts;
provides weekly, monthly, and annual reports to track revenue collection, projections, costs, workflow/productivity;
analyzes areas of deficiency and impact on Business Tax Compliance programs.
Works with variety of TTX staff to design and implement tax compliance program, including technology recommendations (i.E., business requirements) to facilitate administration and compliance.
Determine the most efficient and effective way to achieve taxpayer compliance of taxes with different groups of taxpayers;
acts as the Subject Matter Expert (SME) on technical solutions addressing Business Taxpayer Compliance.
Analyzes legislation to determine impact on business tax functions and makes recommendations to design new tax compliance data analytics, metrics, methodology, economics, and legislative changes.
