Position Summary:
The Community Resource Corps Program Manager is responsible for the overall management and success of the Community Resource Corps (CRC) AmeriCorps Program. This role involves strategic program oversight, effective leadership of the CRC staff, and ensuring the program's alignment with the broader organizational mission of the Office of Community Empowerment and Opportunity, as well as AmeriCorps. The Program Manager will work closely with the Director of Community Resources to implement CRC initiatives, manage partnerships, and oversee the development and execution of program strategies.

AmeriCorps works with communities and supports a variety of public-private partnerships and governmental collaborations to address local challenges through service.
Pennsylvania’s state service commission, PennSERVE, is a grantmaking partner of the AmeriCorps agency. PennSERVE awards approximately $12 million in federal funding from the AmeriCorps agency to AmeriCorps programs in Pennsylvania. PennSERVE supports the Community Resource Corps directly in AmeriCorps program development and implementation through targeted training, technical assistance, and monitoring.
The Community Resource Corps AmeriCorps Program aims to:
1. Connect residents to life-sustaining benefits and resources.
2. Serve as a workforce development opportunity for Community Resource Corps AmeriCorps Members.
3. Build the City of Philadelphia’s capacity for strategic community engagement.
The ideal candidate for this role will be a fast paced and innovative problem solver, who excels at building trusting relationships and managing equity centered community engagement programs within low wealth and multicultural communities.
Essential Functions:
This position requires a mix of telework and in-person duties and includes evening and weekend hours. The Manager will complete and/or oversee these standard essential functions:
Program Leadership and Oversight:
Provide leadership for all aspects of the CRC program, including strategic planning, program development, and implementation. Ensure that CRC initiatives are effectively integrated into the larger organizational framework and meet compliance and performance standards.
Team Management and Development:
Supervise CRC coordinators, fostering a collaborative and productive work environment. Provide guidance, training, and support to coordinators and their teams to ensure high performance and professional growth.
Human Resources Oversight:
Oversee all HR functions for CRC AmeriCorps members, including recruitment, conducting background checks, program and benefits enrollment, and overseeing structured onboarding and offboarding processes to ensure compliance and effective member integration.
Partnership and Stakeholder Engagement:
Develop and maintain strong relationships with key partners, stakeholders, and community leaders. Represent the CRC in various forums and engage with stakeholders to enhance program outreach and impact.
Service Delivery and Community Engagement Oversight:
Direct and enhance the CRC's service delivery strategies and community engagement efforts, ensuring goals are met and programs effectively address community needs while fostering strong community relations.
Financial and Resource Management:
Oversee the allocation and utilization of resources within the CRC, including budget management, staffing, and logistical support. Ensure that resources are used efficiently and effectively to meet program goals.
Performance Monitoring and Evaluation:
Implement and maintain systems for monitoring and evaluating program effectiveness. Utilize data and feedback to improve program operations and outcomes. Prepare and present regular reports on program progress to senior management and external stakeholders.
Risk Management:
Identify potential risks to the program and implement appropriate mitigation strategies. Ensure compliance with all relevant regulations and policies.
Perform any additional duties as described by the Community Resource Corps or Office of Community Empowerment and Opportunity (CEO) related to the goals and activities of the Office and Program.
