The Henrico Education Foundation (HEF) plays a pivotal role in developing and implementing high-quality programming for the students attending Henrico County Public Schools. We contribute towards the educational success and well-being of our community’s youth.
We are looking for a passionate and skilled Program Officer to lead and manage all aspects of the Community Learning Center Programs in nine schools.
Duties and Responsibilities
Oversee the development, programming, and administration of the CLC Programs including academics and managing operational policy and procedures.
Develop departmental goals and objectives inclusive of program evaluation and explore and pursue innovative opportunities and new program funding
Partner/collaborate with organizations whose mission is aligned with the Henrico Education Foundation to meet the needs of community children and families
Manage direct reports which includes hiring, performance management, task management, quality control, etc.
In collaboration with the Program Officer of L&
D Programs, develop expectations and protocols for all Out of School Time service providers including selection protocols and contractual obligations;
conduct formal and informal training with service provider network as needed;
assess and evaluate vendors and partners
Oversee the management and reporting of CLC grant requirements including programming hours, partnership meetings, family engagements, field trips, etc.
Oversee CLC reporting including data management and development of reporting requirements to evaluate performance of programming and individual service providers
Ensure the quality of the programming through periodic evaluation of Program sites
Support grant writing for the CLC initiative to assist in identification of necessary financial resources and coordinate efforts to secure and maintain funding;
develop grant amendments as needed to ensure timely reimbursement;
conduct regular reviewsof grant spending with the Financial Coordinator
Oversee CLC Programs budget preparation and ensure systems are developed to provide oversight and management of financial resources, reporting to funders and granting agencies
Create reports reflecting the financial status of funds and provide stakeholders with regular funding and budget updates
Conduct joint planning and decision making with colleagues who carry responsibility for related programs in other departments
Represent HEF at public forums, including local school board meetings, community meetings, events and conferences
Ensure the adherence to all Henrico Education Foundation policies, processes and procedures
Attend site committee, HCPS district committee, departmental and committee meetings and trainings
Develop and maintain positive relationships with Henrico County Public Schools, including prompt and professional communication, allocation of HCPS space/facility, accurate completion and submission of reports, and positive collaboration.
Build and maintain positive relationships with vendors, volunteers, staff and community
Interpret, communicate and promote the Henrico Education Foundation’s mission, goals and objectives to employees, volunteer’s, leaders, members, and community
Engage in job-related travel to designated meetings and events
Requirements
Education and Experience
Bachelor’s degree in education or related degree required
Experience operating Community Learning Center programs and other federal funded programs
Experience working with vendors and managing scope and quality of work
Management experience
Programmatic experience
K-12 teaching experience
Knowledge, Skills and Abilities
Excellent computer skills related to the use of Microsoft Office products (Word, Excel, PowerPoint, etc.)
Proven leadership skills

Benefits
Salary Range:
$73k - $78k
