Job Description
Under the direction of the Budget Manager, as the Capital Planning Manager, youwill manage the annual Capital Improvement Program (CIP) development process and oversee the implementation of the program after its approval. The Capital Planning Manager regularly serves as the division’s liaison with City and external stakeholders, and governmental agencies (Caltrans, FHWA, MTC, CTA). You will also be responsible for administering functions related to the Public Works annual operating budget and assisting the Finance Manager, Executives, and Project Managers with analyzing data, producing reports, and monitoring the use of fundsto ensure projects are funded in accordance with the rules and delivered on time and on budget.
Important and Essential duties:
Develop, implement, monitor, and modifyprocedures and administrative monitoring practices for capital project development and operating budget functions.
Coordinatethe development of the annual capital budget submittal and the 10-year Capital Improvement Program (CIP).
Lead grant procurement and capital funding efforts for Public Worksinfrastructure transportation, accessibility, and Right of Way (ROW) projects and prepare capital plan and budget for transportation and ROW programs.
Coordinate with staff in related city agencies, Capital Planning, and the Mayor’s Office, as needed and work with project staff and accountants to ensure the timely use of funds, manage expenditures to ensure compliance with funding restrictions, and prepare necessary reports.
Workwith stakeholders to secure long-term funding for street resurfacing and provide research and analysis to support funding for this and other capital needs, including the ADA transition plan.
Develop financial analysis of Public Works capital programs and work with the Capital Planning Program to communicate funding and scheduling needs of our capital programs.
Work with MTA and other City departments to identify opportunities to coordinate safety enhancement work with Public Workscapital transportation and ROW projects.
Monitor federal, state, and local transportation legislation and proposals and advise Executive Managers and Director on advocacy strategies in response to legislation or transportation planning and programming policy impacting Public Works.
Working collaboratively withgovernmental agencies, such as Caltrans or the County Transportation Authority (CTA)to obtain grant funds for other funding sources for projects.
Assistwith the management of the budget submissions for Public Works Operating Bureaus by analyzing prior year expenditures, aligning the budget with department goals, objectives, and programs;
makerecommendations to Bureau management based on the analysesand developbudget line-item narratives to justify requests.
Analyzebudget monitoring and financial reportingand provide managers with expenditureand revenue snapshots and trends including practical options for potential cost overruns and budget balancing.
Plan, organizeand directthe overall management, direction, and oversight of the Capital Planning section;
plan, develop, and implements section policies and procedures, and administerstaff functions to ensure departmental goals and objectives are achieved.
Overseethe creation of capital project reports and their administration to ensure projects are funded in accordance with rulesand delivered on time and on budget.
