The Government Relations department is looking for the Authority Clerk, who will play a pivotal role in operations of the Board Services and Records &
Information Management,ensuring planning, management, and oversight of all its programs and activities. This individual will serve as the link to the Airport Authority Board of Directors, preparing and coordinating meeting agendas and materials, while adeptly managing the Authority's records and information program in strict adherence to all relevant laws, policies, and best practices. The ideal candidate will have proven experience providing policy guidance and professional assistance to board members and executive staff across various levels of the organization. Enjoy a flexible telecommuting schedule (twenty four hours working on site, 2 days remote) while ensuring all reports and materials are reviewed for compliance, completeness, and;

Essential Functions:
Plans, organizes, integrates, and evaluates the work of the Office of the Authority Clerk;
develops, implements and monitors work plans to achieve department mission, goals, and performance measures;
develops and directs the implementation of departmental goals, objectives, policies, and standards.
Monitors and complies with all federal, state, and local laws, regulations, and court decisions applicable to areas of responsibility, including parliamentary procedure, the Brown Act, Public Records Act and Political Reform Act.
Manages, coordinates, and participates in preparing the agenda and supporting documents for meetings of the Board and committees;
ensures compliance withlegal requirements governing public notice of Board and Committee meetings and the conduct of closed sessions.
Directs the operations of the Authority-wide Records and Information Management Program in accordance with all applicable laws, policies, and best practices, and ensures organizational compliance;
manages and monitors responses to Public Records Act requests received by the Authority in consultation with General Counsel.
Corresponds with and provides support to the Board as it relates to their Authority duties;
prepares the official minutes of Board and Committee meetings and public hearings;
maintains Board files and records and disseminates all actions including minutes, resolutions, and agreements;
directs the Authority’sConflict of Interest program;
ensures timely filing of FPPC documents by members of the Board and applicable staff;
and directs ethics training as required.

Requirements
Required Education, Training and Experience:
Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying.
Five years of progressively responsible experience in managing public governing board support functions or in performing complex analytical studies involving the interpretation of laws and regulations, at least three of which were in a supervisory or management capacity, and/or an equivalent combination of training and experience.
Graduation from a four-year college or university with a major in business, public administration, or a closely related field.
A valid California Class “C” driver's license and the ability to maintain insurability under the Authority's Vehicle Insurance Policy.
Preferred Education, Certification, and Licenses:
Advanced degree from a master’s program in business, public administration, or closely related field.
Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC)., ARMA Information Governance (IG), ARMA Essentials of Records and Information Management (RIM), or ARMA
Certification as a Notary Public.
Familiarity in governmental setting or public sector operations.
The hiring salary for the Authority Clerk is a minimum of $159,420.

Pay Range for the Authority Clerk is $128,824-$225,442.
