Job Description
Under the general supervision of the Funding Team Managers, this position serves as a Fiscal Program Specialist in the Department of Children, Youth and Their Families (DCYF).
The Fiscal Program Specialist performs duties requiring independent judgment on the tasks of developing and managing a small portfolio of grant agreements and monitoring assigned grants for fiscal and program compliance with funding requirements in the Service Areas of Out of School Time (OST), Educational Supports, Justice Services, Enrichment, Leadership and Skill Building (ELS), Youth Workforce Development (YWD), and other child and youth support services.
The Fiscal Program Specialist also supports the department’s planning activities mandated by Proposition C, the Children and Families First Initiative.
Essential Job Duties and Responsibilities:
The position will perform the following essential functions:
Act as primary point of contact for a small number of grantees to assist them with work plan development, invoicing, contracting and compliance. Work with grantees to negotiate annual work plans to ensure that programs and services are in alignment with DCYF’s policy for grant expectations and budgets.
Conduct fiscal monitoring visits that include reviewing of grantee invoices, analysis of financial statements and grantee leadership interviews. File written reports detailing findings of fiscal and administrative health. Provide light technical assistance and troubleshooting. Coordinate with Technical Assistance and Capacity Building team to develop technical assistance plans.
Participate in strategy development and refinement processes by providing relevant information gathered from grantees and the community that can be used to develop new and refine existing funding strategies and Request for Proposals (RFP).
Participate in RFP decision-making process by reading and scoring proposals, discussing potential funding decisions, and providing critical information about program and agency capacity, performance, and experience. Assist in assessing grantee performance, review evaluation results, research best practices, facilitate stakeholder discussions and other data gathering activities as needed.
Provide input at meetings with CBO’s, other City departments and private agencies to support the implementation of programs and projects, represent the department at assigned community events and develop strong working relationships with contracting agencies.
