Manager III - $5,167.00/month - $6,815.00/month
Manager IV - $6,488.00/month - $7,087.50/month
Job Description Summary
Performs complex (journey level) to highly complex (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s Program Administration Department. Work involves handling state financing programs, including the State Water Implementation Fund of Texas Program, Economically Distressed Areas Program, Flood Infrastructure Fund Program, Texas Water Development Fund, Rural Water Assistance Fund Program, State Participation Program, Agricultural Water Conservation Grants, and Agricultural Water Conservation Loans. Establishes goals and objectives. Develops guidelines, procedures, policies, and regulations. Develops schedules, priorities, and standards for achieving established goals, coordinating and evaluating the Program Administration Department. Develops and evaluates budget requests and monitors budget expenditures. Plans, assigns, and supervises the work of others. May train others. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Director of Program Administration and Reporting Division.
Essential Job Functions
Provides effective leadership and management of the Program Administration–State Programs (PA-State Programs) Department.
Manages all project activities within the PA-State Programs Department.
Provides technical direction and guidance.
Monitors and reports PA-State Programs Department work activities.
Serves as the Water Supply &
Infrastructure (WSI), Program Administration &
Reporting (PAR), and PA-State Programs Department technical expert.
Provides guidance and consultative services on compliance with all federal and state laws and regulations related to the Agency’s financial assistance programs.
Authorizes PA-State Programs Department hiring, separations, disciplinary actions and employee performance rewards.
Oversees the preparation of management and productivity reports and studies, special projects, program analyses, research studies, and program administration functions.
Plans, implements, coordinates, monitors, and evaluates policies and procedures, and monitors compliance with policies and procedures.
Represents the WSI, PAR, and/or PA-State Programs Department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
Manages the allocation of funds to projects and ensures all funding allocations are consistent with law, regulations, and authorized levels.
Maintains operating procedures for all positions and activities.
Ensures all processes and procedures are documented in accordance with Division guidelines.
Reviews and updatesprocesses and proceduresas necessary.
Recommends PA-State Programs Department hiring, separations, disciplinary actions, and employee performance rewards.
Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
Evaluates PA-State Programs Department performance and recommends and leads improvements.
Supports PA-State Programs Department administrative requirements related to organization, budget, and personnel.
Ensures the provision of quality customer service from the PA-State Programs Department to both internal and external stakeholders.
Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
Maintains confidential and sensitive information.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.
