Job Description
Role Description - The essential duties of this position include:

Conduct qualitative and quantitative analysis. Tasks may include evaluating and analyzing internal data collected in DCYF’s Contract Management System (CMS), developing simple surveys, analyzing survey responses, analyzing outside data from sources that may include the Census and American Community Survey (ACS), San Francisco Unified School District and other City Departments. Quantitative analysis and data management may be completed using statistical software such as R, SQL, and/or EXCEL;
geospatial software such as GIS;
and data visualization software such as Power BI. Areas of analysis may include early care and education/child care, out-of-school time programming, mentorship, youth workforce development, youth empowerment, wellness, Justice System, and family support services.
Provide support for major Departmental deliverables such as the development of the Community Needs Assessment (CNA), Local Action Plan (LAP), Services Allocation Plan (SAP), and Request for Proposals (RFPs) by gathering and analyzing information from the CMS, youth surveys, other original data sources and relevant research.
Analyze trends inDepartment-funded services, preparesstatistical reports;
coordinate and monitor departmental reporting including thereportingofdataby DCYF-funded programs.
Work with staff from various teams to define and monitor key metrics in initiatives and with the Department’s contracts with nonprofit providers that ensure alignment with system-wide goals and support performance accountability.
Prepare recommendations with appropriate supporting documentation regarding how to comply with legislation and regulations, Mayor’s and Board of Supervisors’ directives, law, court decisions and/or memoranda of understanding;
Developsimplements and monitors new and revised reporting systems required by legislation and/or new policy.
Develop reports and create dashboards with program outcomes, indicators, and systems for tracking the progress for both public reporting and internal management purposes.
Conduct other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.
Work collaboratively with department staff to perform additional research, data and evaluation work.
Assist in the production of written analysis and presentation materials demonstrating the Department’s research, data and evaluation activities.
Develop, create and edit materials in formats that include reports, briefs, fact sheets, handouts, guides, videos and webinars.
