Job Description
Position Summary
The Vice President of Facilities Maintenance serves as a visible leader and is responsible for a large and diversified maintenance program consisting of facilities and technical systems maintenance services for the City's Dual-Airport system which includes the Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE). The Vice President provides executive leadership and oversight for the facilities maintenance activities including building maintenance, custodial services, and pavements and grounds maintenance and assumes overall responsibility for directing technical trades’ services including electrical, electronic, and HVAC/Utility maintenance activities overseeing all areas of Asset Management. Additionally, the Vice President provides input, consults, and collaborates with leaders in other aviation divisions including Finance, Administration, Operations, Security, and Capital Development as well as interacts with external representatives such as federal, state and local regulatory agencies, tenants, and consultants to accomplish established department goals and outcomes. The Vice President reports to the Airport’s Chief Operating Officer.
Essential Functions
Directs the maintenance, repair and upkeep of all structures and infrastructures, including airside pavement, roads, equipment, grounds and snow removal;
oversees those responsible for building maintenance, repair, inspection, alteration and custodial services of Airport owned facilities through subordinate managers.
Direct the planning, development, and execution of standard operating procedures for recording data associated with Airport-wide assets.
Directs and supervises a staff of professional personnel assigned to the maintenance and facilities departments.
Develops and recommends plans, policies and programs designed to improve the airport’s efficiency and effectiveness in meeting the established goals.
Develops and implements standard operating policies and procedures and safety regulations in compliance with Federal, State, and Local government, as well as compliance with FAA regulations, Advisory Circulars and Cert Alerts. Directs the plans for scheduled inspections as required by Federal regulations (i.E. Part 139 and/or TSR 1542).
Responsible for ensuring airport facilities and grounds meet best-in-class standards, are clean, safe, and where applicable in compliance with federal regulations.
Work with key leaders in the organization to support the Airport's goals and mission.
Develops and recommends to the CEO plans, policies and programs designed to improve the airport’s efficiency and effectiveness in meeting the established goals.
Develops and directs policies and procedures to implement a comprehensive facilities maintenance program to optimize investment and maximize useful life of facilities. Directs the establishment of a cost effective, preventive maintenance program for all airport facilities, grounds and equipment.
Develops and implements emergency maintenance preparedness plans and coordinates with other departments in all emergency and disaster preparedness planning, training and actual emergency situations. Oversees the preparation of departmental operating budgets and is responsible for budget compliance status throughout the department and presents updates on performance of budget as required.
Establishes and maintains working relationships and serves as liaison to contractors.

Oversees coordination with contract management unit and analyzes information needed for submission of requests for proposals and to identify vendors for contractual agreements for repairs;
develops and makes presentations on asset management program to senior management and internal and external stakeholders;
negotiates with stakeholders to implement departmental goals for asset management;
provides assistance to Airport staff, city departments and the general public in obtaining and explaining information about assets;
represents the asset maintenance program in various meetings and conferences.
Work with key leaders in the organization to support the CEO, COO and the airport’s mission.

Competencies, Knowledge, Skills and Abilities
Knowledge
Knowledge of Federal Aviation Regulations (FAR) and especially FAR 139 and TSR 1542.
Knowledge of legal practices, procedures and terminology as they relate to airport maintenance and asset management.
Knowledge of business and properties management practices.
Thorough knowledge of city, state, and federal laws, rules, regulations, and guidelines relating to civil airport maintenance practices. Principles, practices, techniques and equipment utilized in maintenance of large, heavily trafficked airport installations.
Practices and techniques involved in implementing a program of building maintenance and repair.
Current management and administrative principles related to large maintenance organizations.
The operations and maintenance of major air conditioning, heating, mechanical and electrical systems.
Best practices for airport work order processes and systems.
Principles and techniques used in scheduling work, assigning priorities, estimating size and composition of staff and calculating costs of staff time, equipment and materials for a large maintenance program.
Engineering components of construction, equipment and maintenance relevant to a large airport.
Skills
Strong leadership skills, including the ability to lead teams of internal professionals, consultants, and others in alternative analysis, project planning and implementation.
